Description
This RFI is hereby modified to include the following information: Incumbent: Booz Allen & Hamilton Inc. 8283 Greensboro Drive McClean VA 22102 Contract #: SLMAQM03F5775/GS23F0025K Award Date: 9/30/2003 Contract Type: Time-and-Material/Labor-Hour Duration: Base year, and 2 one-year option periods Max Value of contract is $2,720,640.00 We have no further information at this time regarding approximate date of RFP; estimated duration of project support; if an industry day will be held; if this will be a set-aside; etc. REQUIREMENTS The contractor shall provide the Department of State (DOS) with full-time program management support for the following tasks. I. Plans Support. The contractor will draft and develop plans for the Department of State. This includes preparing, maintaining and revising planning documentation. The contractor shall perform assessments, develop schedules, and devise tracking systems for both short- and long-term planning and provide a detailed, structured approach to accomplish this task. The contractor will specifically address the following documents: A. Assist in the development and refinement of ?playbooks? of standardized USG response decisions to international CBRN incidents. Separate playbooks will include, at a minimum, Accident/Incident response Procedures for nuclear, chemical and biological incidents, and Consequence Management Support Team (CMST) procedures. This includes conducting seminars and workshops to determine these response activities, procedures, and common decision points. Be prepared to travel to research this initiative and assist in the delivery of the concept to U.S. Embassies and foreign government officials. B. Assist WMDT and FCM with Regulatory Guidance. Help draft policies and procedures for inclusion in the Department of State?s Foreign Area Handbook 12 to support embassies? and consulates? Emergency Action Plans. Assist in the development of legal and regulatory reforms to increase the transparency of WMDT risk and deter high risk international behavior. C. WMDT Emergency Response Initiative. Develop the concept and prepare interagency partners to participate in Joint Partner Support Teams (JPST). As required, support WMDT with coordination and administration of JPST in preparing expert advice on WMDT issues for Department of State leadership and/or Task Force during crisis. Facilitate interagency cooperation during crisis as directed by WMDT. D. Support the development and implementation of public diplomacy and international outreach to promote WMDT Office goals. Specifically with regard to both the Global Initiative to Combat Nuclear Terrorism, and support to the implementation of the National Strategy for Combating WMD Terrorism. Be prepared to travel to support this task. E. As part of the WMDT outreach to other U.S. organizations, participate in strategic and operational interagency planning with other Departments and the National Counter Terrorism Center (NCTC) and National Counter Proliferation Center (NCPC). II. International Partner Capacity Building. Survey and identify those countries with which the U.S. could most effectively partner regarding WMDT and FCM issues including, but not limited to, those countries in the Global Initiative to Combat Nuclear Terrorism. Develop and facilitate an engagement plan with partner nations including conferences, workshops, and exercises. A. WMDT Consequence Management Initiative. Refine the U.S. Government?s WMDT Consequence Management bilateral FCM initiative and tailor it to specific requirements of Partner Nations as required. Be prepared to travel to support the implementation and currency of this task. B. Assist in the development of an international Combined Assessment of Risk and Threat (CARAT). This will include a risk analysis process and metrics that can be applied uniformly to international partners and will require work with both the intelligence community and subject matter experts related to the specific country (including representatives from the country.) Utilize the architecture of the risk assessment to identify and prepare Risk Assessment Support Teams which will be tailored to specific aspects of country assessments and presentations relating to WMDT risk. C. Assist in program development and maintenance of WMDT and FCM technical support to NATO/European Atlantic Protection Committee (EAPC). Within the NATO/EAPC, several issues have direct impact on WMDT and FCM programs (i.e. exercise policies and NATO/EAPC CM exercise participation, NATO member country ?initiatives? such as the minimum standards and non-binding guidelines, and SAGBATA, and several others.) Knowledge of NATO/EAPC and NATO-Russia Council organization and procedures will be essential. Be prepared to travel, as necessary, to support this sub-task. III. Administrative and Organizational Support Tasks: Provide full-time program and administrative management support to the DOS WMDT and FCM programs. Coordinate passports, visas, security passes, travel arrangements and other administrative tasks, draft cables, executive secretary memoranda, and other documents as required in support of day-to-day operations. These duties include, but are not limited to, purchase of goods and services (at micro level, exceptions may apply), when required to support operations. The contractor shall ensure comprehensive and continuous information technology and systems administration support and provide guidance on web site content. A. Assist in organizing Consequence Management Survey and Assessment Team (CMSAT) operations. Capture issues, lessons learned, and other pertinent information identified during these events. Identify information that should become part of the consequence management response database. Capture the results of diplomatic WMDT/FCM engagement visits and exercises and display the information in a comprehensive manner. Design, develop, and publish the worldwide asset and response capabilities catalog (Country Capability Catalog). Be prepared to travel, as necessary, to support this sub-task. B. Interagency Composition of the Partner Support Teams, Risk Assessment Support Teams, and Consequence Management Support Teams. Develop and refine the composition of the team. Identify which bureaus and offices within the Department of State should be represented on the team. Identify which Departments and Agencies of the U.S. Government should be represented on each team. Develop notification and activation procedures for the team. Validate and support improvement to standard operating procedures for the team and verify those procedures through the use of exercises. Be prepared to travel as part of the Teams. C. WMDT and Consequence Management Presentations. Develop and present consequence management briefings, lesson plans and other presentations. Conduct necessary research, develop briefing materials, and coordinate technical information with interagency representatives to ensure currency and accuracy. Specifically, develop and improve a syllabus for delivery in an academic forum which incorporates combating WMD Terrorism and FCM principles, objectives, and operational concepts. Be prepared to travel, as necessary, and assist in facilitation of this task. Local, domestic and foreign travel will be required. D. Workshops, Seminars, Symposia, Meetings. Develop and facilitate workshops, seminars, symposia, and meetings supporting the Department of State WMDT and FCM programs. Coordinate meeting locations, facilities and equipment. Develop briefing materials. Facilitate workshops, seminars and meetings. These will include interagency as well as international attendees. Capture minutes of meetings and lessons learned. Be prepared to travel, as necessary, to support this sub-task. E. Departmental Tasking to WMDT. The contractor shall collect data and prepare, review and revise responses to Department of State taskings which fall within the scope of work including quick response and routine requests related to weapons of mass destruction terrorism, foreign consequence management, and chemical, biological, radiological and nuclear contaminant matters. IV. DELIVERABLES. The contractor shall deliver products such as reports, data, etc relating to the performance of the contract as required by the Government. All such documents and their supporting research is exclusive property of the U.S. Government. V. QUALIFICATION STANDARD. The contractor shall provide seven full-time employees to work on-site at the Department of State to support the WMDT and FCM program requirements. These employees must be subject matter experts who are proficient in WMD planning, response, and interagency coordination to prevent, protect against and respond to terrorist threat or use of CBRN materials. A. Personnel. The bidder shall provide seven individuals for the positions as outlined below. Though specific tasks are identified, all personnel, with the exception of the Administrative Specialist, will be expected to take on additional project management support duties that fall within the scope of WMDT and FCM tasks as described in paragraph 2.0. All personnel, with the exception of the Administrative Specialist, will be expected to participate in international travel as required. 1. Labor Category 001: Senior Homeland Security Specialist (or equivalent). Position description and tasks. This person will be the Team Leader and should possess broad knowledge and experience with nuclear, biological, chemical, and radiological matters. They are responsible for overseeing the activities of the contract requirements on a day-to-day basis. Develops project schedules and coordinates the efforts of the other full-time contract employees. Responsible for the overall support provided to the WMDT and FCM programs and delivery of status reports. Specifically, will be the lead for NATO/EAPC WMDT/FCM issues. Serves as a member of the CM Support Team. Minimum qualifications: Top Secret security clearance. 2. Labor Category 001: Senior Homeland Security Specialist (or equivalent). Position description and tasks. This person will be the Lead for WMDT and FCM exercise development and execution. They should possess broad knowledge and experience with nuclear, biological, chemical, and radiological matters. They are responsible for developing exercise project schedules and coordinating WMDT and FCM participation in other U.S. and international exercises. Expertise with the design, development, and facilitation of exercises and workshops is required. May serve as a member of the CM Support Team. Minimum qualifications: Top Secret security clearance. 3. Labor Category 002: Homeland Security Specialist (or equivalent). Position description and tasks. Assist in the exercise development and coordination task. Improve WMDT outreach and coordination with other Departments and Agencies to support development of an international WMD response capabilities and risk assessment tool and report. This representative should have broad experience with chemical and radiological response requirements, but should be an expert in bio-defense issues. May serve as a member of the CM Support Team. Minimum qualifications: Top Secret security clearance. 4. Labor Category 002: Homeland Security Specialist (or equivalent). Position description and tasks. This person will be the Lead for WMDT risk assessment and WMDT engagement activities and must possess broad knowledge and experience with nuclear, biological, chemical, and radiological matters. They are responsible for developing project schedules as necessary. May serve as a member of the CM Support Team. Minimum qualifications: Top Secret security clearance. 5. Labor Category 003: Junior Homeland Security Specialist (or equivalent). Position description and tasks. This person will be the Lead for nuclear and radiological issues and must possess knowledge and experience with WMDT and FCM responsibilities with regard to nuclear and radiological matters. They are responsible for developing project schedules as necessary and, specifically, will be the Lead for NSPD-28 Committee of Principals issues. May serve as a member of the CM Support Team. Minimum qualifications: Top Secret security clearance. 6. Labor Category 003: Junior Homeland Security Specialist (or equivalent). Position description and tasks. This person will be the Lead for biological issues and must possess knowledge and experience with WMDT and FCM responsibilities with regard to biological matters. They are responsible for developing project schedules as necessary. May serve as a member of the CM Support Team. Minimum qualifications: Top Secret security clearance. 7. Labor Category 004: Administrative Specialist (or equivalent). Position description and tasks. Provides administrative support to include: coordinating for visas, passports, and meeting rooms; making travel arrangements; reserving meeting/conference rooms; and captures minutes and lessons learned from meetings, exercises, and conferences. Provides interface with the contractor designing/supporting the WMDT and consequence management response web pages. Minimum qualifications: Secret security clearance. VI. Place of Performance. The principal place of performance for this task order shall be Washington, D.C. Metropolitan Area. RESPONSE Responses shall address: 1. Technical ability 2. Cost information 3.
