Description
FA8604-07-R-7462 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is FA8604-07-R-7462. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular Fac 2005-13, Effective 28 Sep 2006& Class Deviation 2005-o0001 DFARS Current to Change Notice 20061026 Edition. The solicitation incorporates by reference the following clauses: FAR 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, and DFARS 252.204-7004 - Alternate A, 252.212-7001, 252.227-7013, and 252.227-7014. NAICS Code: 423430. The below clause is included in full text: AF 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Stephen J. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. Below is the Bill of Materials the products required Bill of Materials QTY 5 ? Video Conferencing Units with the following minimum specifications: - 2 Mbps IP call bandwidth - High Definition Camera capable of 1280x720 pixels at 30 frames per second. - H.264 video standard compliant - H.239 dual stream capable - Dual Stack IPv4 and IPv6 simultaneous support - 1 DVI-1 output and one S-video output 1.) All units should include a presenter package allowing for content to be displayed from a local PC. 2.) One of the units should include a 4 port multi-site call function. 3.) All units should include a 3 year customer care service package. QTY 1- Multimedia Conferencing Unit with the following minimum specs: - IP base call bridge - 12 port call capacity - Must support automatic audio/video transcoding and transrating on all calls - Must provide continuous presence on all ports at all times - Capability to decode/encode per participant - Must be capable of running conferences with bandwidths up to 4 Mbps in H.263 and up to 2 Mbps in H.264 for each site in all conference modes including advanced continuous presence. - Must have an embedded streaming server supporting unicast and multicast with independent choice of bandwidth and codec utilizing Windows Medial Player, Quick Time, Real Player, allowing the streaming of content using H.239 and VNC - Independent conference control: Each site has the capability to select its own layout using the far end camera control feature on its VTC system. - Latency must be less than 80ms - Unit must be capable of being rack mounted in a 19? rack occupying no more than 1U of rack height This unit should also include a 3 year customer care service package.
