- Description
- The US Environmental Protection Agency (EPA) has a requirement for functional assessment of headwaters streams below valley fills in West Virginia in support of the Office of Research and Development National Exposure Research Laboratory. The effort will include technical support for development of rapid methods that will assist states and tribes in measuring ecosystem function of headwater streams and assess any functional impacts that result from valley filling activities. The contractor shall support this effort by conducting conventional measurement of stream functions in headwater streams below valley fills and in intact headwater streams of the Appalachian Coal Region of West Virginia. The associated NAICS code for these services is 541620 "Environmental Consulting Services" with a size standard of $6.5 million or less. This solicitation will be issued under Full and Open Competition. EPA anticipates a firm fixed price award. The award will have an 18 month period of performance. The RFP will be issued in approximately 30 days, and will be available at http://www.epa.gov/oamrtpnc/0710014/index.htm. See this website for the most current projection of when the solicitation will post. It will be your responsibility to frequently check the site where the solicitation is posted for any amendments. Proposals will be due about 45 calendar days after the RFP is issued. Offerors will be evaluated based upon price and technical factors, including past performance, and for the evaluation technical factors, including past performance, are currently anticipated to be approximately equal to price.
