Description
THIS IS NOT A REQUEST FOR QUOTES (RFQ) OR AN INVITATION FOR BID (IFB), NOR IS IT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. IAW FAR Part 6.302-1(c) -- Only one responsible source and no other supplies or services will satisfy agency requirements, NASA/Kennedy Space Center (KSC) intends to enter into a sole source procurement of the following items from TA Instruments of New Castle, DE 19720. Item - Qty - Manufacturer - Part Number - Description 01 - 1 - TA Instruments - Q800 - Dynamic Mechanical Analyzer 02 - 1 - TA Instruments - 985070.901 - Low Friction 20 mm Three Point Bend Fixture 03 - 1 - TA Instruments - 985069.901 - Low Friction 50 mm Three Point Bend Fixture 04 - 1 - TA Instruments - 985016.901 - Film & Fiber Tension Kit 05 - 1 - TA Instruments - 984486.901 - Film Cutting Kit 06 - 1 - TA Instruments - N/A - Installation in accordance with ISO 9000 procedures. Shall include calibration once the system is installed. 07 - 1 - TA Instruments - N/A - Training shall take place in the KSC laboratory and shall include users? guides and manuals for laboratory staff taking part in the training session(s). Travel and lodging shall be included as part of training. 08 - 1 - TA Instruments - 991441.001 - GCA / Bulk Supply LN2 Transfer Line The referenced TA Instruments equipment is determined to be the sole brand name capable to meet the Government requirements of interoperability, interchangeability, and compatibility with the Government-owned system currently operating at KSC. Full and open competition is impractical for the following reasons: The Q800 DMA will become a part of a suite of TA Instruments modular thermal analysis instruments (Q1000 DSC; SDT 2960; MDSC 2920, TGA 2950, TMA 2940) with a personal computer based data acquisition system that currently operates at KSC. Referenced equipment is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. The specific manufacturer and part numbers are required to integrate with the current system. Failure to purchase these specific items may result in operational incompatibility that would impact performance of the system. A DMA from another source would be incompatible with the current data acquisition system and accessories that the Government already owns. Accessories with the obsolete DMA that is being replaced are not themselves obsolete and may be used with the new Q800 DMA, offering retention of capability at no cost to the government. The new and obsolete DMA share similar operating characteristics and procedures, greatly reducing training requirements. The Government intends to acquire these commercial items using FAR part 12, and 13 or a combination thereof. Interested organizations may submit, in writing, their capabilities and qualifications to perform the effort, to the identified point of contact, no later than 4:30 pm ET on November 15, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications in response to this notice are not acceptable. All responsible sources may submit a capabilities document which shall be considered by the Government.
