Description
1. Position Title: Northern Uganda Advisor. 2. Market Value: GS-14 Equivalent ($77,793- 101,130). Final compensation will be based upon the candidate past salary history and work experience. 3. Place of Performance: Gulu, Uganda. 4. Period of Performance: One year contract with an option for one additional year extension depending on continuance of need, demonstrated performance and availability of funds. 5. The Northern Uganda Advisor position requires an individual possessing a high level of technical expertise in the area of conflict resolution to head the field office in Gulu Northern Uganda. 6. Education: Bachelors or Advanced degree with significant study in or pertinent to the specialized field including but not limited to international relations, international law, economics, anthropology, or related field. 7. Experience: Nine years or Seven years of professional experience respectively working within a USG foreign affairs agency, PVO, NGO and or international organization in humanitarian assistance and or immediate post-conflict development environments with a focus on displaced persons which must include five or four years of on the ground field experience again respectively. Excellent verbal and written communication skills required. Notice to Applicants: Must be a US citizen able to obtain security and medical clearance. Candidate must submit supplementary document specifically addressing the four Quality Ranking Factors. Family will not be authorized to accompany the Advisor to Post. The USAID reserves the right to obtain from previous employers relevant information concerning applicant past performance and may consider such information in its evaluation. Introduction: USAID Uganda seeks to hire a U. S. citizen to serve as a senior Advisor to USAID Uganda, OFDA Washington and Kenya and US Embassy in Uganda on policy and program issues regarding northern Uganda. The Northern Uganda Advisor shall specifically: 1. Serve as the USAID including OFDA liaison to northern Uganda field offices of UN Agencies, international and local NGOs. 2. Serve as USAID including OFDA liaison to northern Uganda central and district government offices. This includes, the Chairperson, Local Council Five, Resident District Commissioner, District Disaster Management Committee, District Agricultural Officer, District Department of Health Services, and other district offices such as the District Education Officer, District Engineer for OFDA water and sanitation projects when appropriate. 3. Serve as a conduit for UN, international and local NGOs and GOU officials to the appropriate USAID including OFDA officials in Kampala, Nairobi, and Washington as deemed necessary. 4. Represent USAID including OFDA by communicating the USG policies and objectives in relief, transition and development activities to UN field offices, GOU Officials, NGOs, and the Ugandan citizens and recipients of the USG foreign assistance. 5. Participate in the development, dissemination and implementation of the USG strategy and plans for northern Uganda with a view towards appropriate transitional linkages between relief and development activities. 6. Pending Embassy approval, travel throughout the northern districts to monitor the effectiveness and progress of USG funded programs and to ensure consistency with USAID objectives, and obtain real time information on the ground situation. In addition, the Northern Uganda Advisor or designate will accompany the OFDA teams on their periodic trips to northern Uganda to monitor OFDA relief assistance activities. 7. Represent USAID and on occasion the USG in appropriate GOU district sector, sub-sector and working group meetings, as well as bi-weekly NGO contact group meetings, and other meetings of USAID interest. 8. Provide guidance to NGOs and UN Agencies that are developing proposals for USG financing to ensure that any submissions reflect the goals and objectives of USAID including OFDA policy for relief, transition and development activities. 9. Assist in the planning, logistics and support for USG and other key TDY visits to northern Uganda. 10. Manage and supervise a staff and office including but not limited to one FSN Administrative Assistant/Office Manager, one FSN driver, one FSN Program Officer for Recovery and Integration and one FSN Health, Education and HIV/AIDS Officer. Supervision includes oversight of all office activities, preparation of personnel performance evaluations, and maintenance of financial controls. Both the Program Officer for Recovery and Integration and the Health, Education and HIV/AIDS Officer will receive programmatic and technical direction and guidance from their appropriate backstop officers, OFDA in Nairobi and the USAID/Uganda sub team leader for HIV/AIDS, malaria and tuberculosis. 11. Issue a bi-weekly report to the Mission Deputy Director or her designee. The report should summarize relevant meetings, conversations and visits, and provide field analysis and insights into key areas of USAID concern. These key areas are currently envisaged to be: Problems or issues in all USAID (including OFDA) funded programs noted during monitoring visits of the Advisor or the USAID Gulu staff; The movement of IDPs to land access camps or to homes of origin, and implications for relief and assistance strategy; The effectiveness of the UN Cluster approach as viewed by partners and other key field based organizations; Changes in the conflict and security situation; The identification of gaps and issues in humanitarian assistance, including protection, human rights, status of IDP land access and its implications related to food security; The GOU (including district governments?) ability and limitations in responding to the needs of the conflict affected and displaced population; The political climate of northern Uganda and the interplay between the national government, the district governments, and when appropriate the cultural/traditional leaders, the religious leaders, and other civil society.For detailed scope of work and evaluation criteria, please send email to gnakaddu@usaid.gov, copy, rheller@usaid.gov Original Point of Contact Grace Nakaddu, Executive Specialist, Phone 011-256-41-306-001, Fax 011-256-41-306-661, Email gnakaddu@usaid.gov.
