Description
This is a combined synopsis/solicitation for Basketball Officials Services, a commercial service to be procured for the 88th ABW, Wright-Patterson Air Force Base, prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Due date for quotes and completed 52.212-3, Offeror Representations and Certifications-Commercial Items, is Monday, 06 Nov 06, 11:00 AM EST. Quote package should be submitted to 88 CONS/PKBB (TSgt Gary Wike), 1940 Allbrook Drive, Room 109, Wright-Patterson AFB OH 45433, or faxed to 937-656-1412, or e-mailed to gary.wike@wpafb.af.mil. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F4F3BD-84A100 is a Request for Quote (RFQ). No hard copies will be sent. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-13. Proposed acquisition is 100% set aside for small business. The associated North American Industrial Code (NAIC) is 711219, size standard $6.5 million applies. INSTRUCTIONS TO OFFERORS: A Firm Fixed Price type contract is anticipated with 2 (two) line items as described below. CLIN 0001: Provide Certified Basketball Officials for WPAFB Intramural Basketball Program in accordance with the attached Statement of Work. EST QUANTITY 282 games. POP Nov 06 ? Feb 07. CLIN 0002: Provide Certified Basketball Officials for WPAFB Varsity Basketball Program in accordance with the attached Statement of Work. EST QUANTITY 32 games. POP Nov 06 ? Mar 07. Wage Determination 2005-2419 Rev 1 dated 7 Sep 06 will be incorporated in resulting order. Wage Determination is attached at www.fbo.gov. OCCUPATION CODE TITLE MINIMUM WAGE RATE 28630 Sports Official 10.94 Offerors must have On-line Reps and Certs or must complete the fill-ins at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, which is attached at www.fbo.gov. This document must be submitted with quote package. NOTICE: Any order awarded as a result of this synopsitation will contain the requirement for use of the Government?s electronic invoicing system, Wide Area Workflow (WAWF). For questions on this solicitation, please call TSgt Gary Wike, (937) 257-4525, or email gary.wike@wpafb.af.mil. STATEMENT OF WORK VARSITY AND INTRAMURAL BASKETBALL OFFICIALS 1. SERVICES NON PERSONAL: The contractor will provide all labor, transportation, training and certifications required to provide Varsity and Intramural Basketball Officials for the 2006 - 7 Wright-Patterson Basketball program. Contractor will be required to provide services for all varsity games and tournaments and intramural games and tournaments in support of the 2006-7 Basketball season at Wright Field Fitness Center, Area B, Wright-Patterson AFB, Ohio. 2. CONTRACTOR SERVICES: a. The Contractor shall provide certified/trained officials and a scorer/timer for all scheduled basketball games in accordance with this Statement of Work. Each official shall be certified by the national governing body for the sport, which is the Ohio High School Athletic Association (OHSAA) or the National Collegiate Athletic Association (NCAA). b. Prior to the start of the season the Contractor will provide to the Sports Director a listing of all officials, including their agency license, who are scheduled to work the league and tournament games. The Sports and Fitness Director or Intramural Sports Director may reject any or all officials and/or scorer/timer not deemed qualified. All rejects will be in writing and forwarded to the Contractor within (48) hours after evaluation and will state the reasons for dismissal. c. Officials and scorer/timer are direct representatives of the Services Division and as such are authorized and required to enforce all pertinent rules and by-laws established for each sport along with the current officials association rules established for each particular sport. d. Officials will not participate as a player, coach, or team manager in the league in which the official is officiating. e. The Contractor will provide one free of charge rules clinic for coaches to explain the basic rules of the sport and any new rules changes. Date and time of meeting shall be provided to the Contractor. f. Each official and scorer/timer shall be at the proper location of the scheduled game (15) minutes prior to game time and ready to officiate. g. Each official shall wear the proper uniform in accordance with the national governing body of the sport and have proper equipment in their possession at each game. Officials and scorer/timers shall provide their own transportation and uniforms at no expense to the Government. h. Each official and scorer/timer will be responsible to the Sports Director and Contracting Officer for compliance to this contract. i. Any official and/or scorer/timer, in the judgment of the Sports Department, that does not abide by this contract or the rules or by-laws of the particular sport will be recommended for temporary or permanent suspension in that sport. Reasons for dismissal may include but not limited to the tack of professional ability, lack of sufficient knowledge of the sport, late for games, intoxication, failure to show when scheduled to officiate, or any other reason outlined by this contract. j. In the event a contest results in an ejection, serious injury or coach?s protest, the head official for the game in question shall provide to the Sports Director, not later than the next duty day, a written report detailing the incident. The report shall at a minimum contain the following information: teams involved, player(s) involved, coach(es) of player(s) team, official decision for the incident (not required for injury, unless result of flagrant act), specific actions of individuals following official?s decision. The Head Official shall be available to the Sports Director in the event additional information is required to determine final decision on Protest/Ejection. k. Officials will inform before each game the coaches, managers and/or team captain of the ground rules and safety hazards inherent within the sport and the need for fair play and sportsmanship in order that accidents and injuries are kept to a minimum. 3. GOVERNMENT FURNISHED ITEMS/SERVICES: a. The Fitness Center will provide equipment and supplies necessary for teams to play each sport (balls, score books, etc). b. The Sports Director will provide the Contractor with a schedule of the games and tournaments to include date, time and location of each game. This schedule will be provided no later than (2) days prior before the start of the season. Specific schedules for tournaments, shall be provided not later than two (2) hours before the start, provided date, time and location is provided two (2) days prior. This schedule(s) are subject to change by the Sports Department due to inclement weather, military alert or other commitments. 4. POSTPONEMENTS/CANCELLATIONS: a. The Contractor shall be notified of postponements or cancellations by at least two (2) hours prior to the scheduled game(s). Should the Contractor not be notified by at least two (2) hours prior to the scheduled game(s) and the officials show up for the game and the conditions are such that the game(s) is or must be canceled the Contractor will be paid 50% of the unit price of the game. b. The Contractor must have a readily available contact source for days, nights, and/or weekends, such as an answering machine or paging system, for notification of any emergency or cancellation by the Sports Director. c. If any official and/or scorer fail to show up for a scheduled game and the game is played the Contractor will not be paid the full game fee. The game fee will be reduced by the normal amount the absent official and/or scorer receive. 5. SPORTS SEASON: a. The basketball season runs from November 2006 through March 2007. b. Intramural Specific Requirements: i. Two officials, both must be rated at least OHSAA 1, and one scorer/timer per game. ii. National Collegiate Athletic Association rules. iii. Approximately four (4) game nights on one court, Monday through Thursday with game times approximately 1730, 1830, 1930 and 2030. Each game is in 18 minute halves with a running clock except for time outs and the last two minutes of the game. iv. Estimated Games (by month) (1) November 52 games. (2) December 48 games. (3) January 60 games. (4) February 60 games. (5) March 62 games Total 282 games. c. Varsity Level Specific Requirements: i. All Varsity officials for must be rated at least OHSAA 1, and one scorer/timer per game. ii. National Collegiate Athletic Association rules. iii. Approximately four games per every home scheduled date. On Saturday and Sunday, with the exception of tournaments starting on Friday evenings, with game times to be varied. Each game will consist of 20-minute halves with a running clock except for timeouts. iv. Estimated Varsity Games (by month) (1) December 8 games. (2) January 8 games (3) February 8 games (4) March 8 games Total 32 games.
