Description

Provide and install a 2500 KVA transformer with switchgear and breakers to supply three (3) services with capacity for six (6) via rack-out breakers at substation 1B3, located at the south end of building 135, Watervliet Arsenal, Watervliet, NY, loca ted 15 miles north of Albany. Remove existing equipment and relocate as specified within the building. FSC is 5950. NAICS is 335311. SBA Size Standard is 750 employees. ITEM 1. Transformer will be 7420 class indoor dry type 2500 KVA rated, primary vo ltage 13,200 Delta 95KV BIL, secondary voltage 480Y/277 30KV BIL, 60 HZ, 5.75 % impedence +/- 7.5%, copper windings, 220 degree VPI poly resin 115 deg rise over 30 avg -40 ambient, Taps 2-2.5%FCAN 2-2.5%FCBN, 68 DB sound level. Include temrperature monito r, color ANSI 49. Hi voltage mounted on right, bottom fed, to accept cables, existing hi-voltage cables are in conduit and have terminations to bolt to the new gear. They will need to be routed around the back of the transformer, inside of enclosure. Lo w voltage mounted on left to accep LV switchgear. ITEM 2. Low voltage switchgear suggested to be SquareD Masterpact to match the existing gear. Single main with feeders, 480/277V, 3PH-4W,60HZ, 4000A copper main bus, solidly grounded neutral, 100% neutra l, 1KVA control power transformer, 65KA maximum available fault current, indoor NEMA 1 style enclosure, ansi 49 exterior color paint, 24VDC to trip unit display, white back pans, no overhed lifting device required. ITEM 3. SquareD Powerlogic Power Monit oring System Model 3000 Meter shall be installed in the switchgear. Meter must be compatible with existig SquareD Powerlogic Monitoring System. Communication cables used must be 4 conductor Belden 8723 or equivalent. Enclosure Options: 2- 22 INCH, 4000 A, 4W, 100%N, Indoor Vertical Section; 1-36 INCH, 4000A, 4W, 100%N,Indoor Vertical Section; 1-72 INCH Deep Enclosure. INCOMING ONE: CONNECTIONS & METERING OPTIONS: Connected to dry-type transformer, dry transformer is located on the right side, transfor mer connection type - close coupled (no throat), 4000A 4W connection to dry transformer, 4000A UL service entrance label. MAIN ONE: CIRCUIT BREAKER: 4000A, NW40H2, electrically-operated main breaker DESCRIPTION: ammeter Unit (6.0A), LSIG, sensor ratin g plug - A, plug dial setting - 1.0, trip setting (amps) - 4000, CM-3350 with CMD-LC Display, (1) IOC 44 Digital I/O Option Card, spring charging motor (MCH), closing coil (XF), IC connected, IC test, IC disconnected cell switch assembly, status indicating lights - open, status indicating light - close, 4A form C contact auxiliary switch, breaker padlock attachment on circuit breaker, breaker ID nameplate - main, meter CTs - main, shunt trip - electrically operated main, shunt close - electrically operated main. ITEM 4. Secondary Breakers - three breakers shall be provided to supply load with the following ratings: 2000 amps, 600 amps and 250 amps. All breakers shall be the rack-out type. All breakers shall be equipped with electrical shunt opening de vices. All breakers shall be lockable in the open position with padlocks. ITEM 5. All required conduit shall be EMT unless otherwise specified. ITEM 6. Removal and installation services are considered incidental. Wage determination NY 1994-2367 appli es. OTHER NOTES: Unique Item Identification required for any item or system of items costing over $5000 each. 10 USC 2304(c)(1), Only One Responsible Source as authorized by FAR 6.302-1. As described in FAR 6.302-1, procurement using a brand name (by other than full and open competition) is necessary to match existing equipment currently supplying electrical services to manufacturing building at Watervliet Arsenal. Failure of the equipment will result in shutdown of manufacturing operations in the bui lding. The power monitoring system is Square D and any additional equipment that is tied in to the monitoring system must be compatible to ensure functionality . Interchangeability is required. Justification and Approval (J&A) is available from the Contracting Office. All items will be FOB destination. It is anticipated that installation will be completed within 150 days after receipt of notice to proceed. C ontractor must be registered in CCR and will have certifications and representations entered in ORCA in order to receive award. This soliciation will be issued electronically, therefore, hardcopies will not be provided. Upon release of the solicitation, it will be available on the Army Single Face to Industry (ASFI) web site at https://acquisition.army.mil and will be listed under Watervliet Arsenal. CAUTION: This solictation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interestd parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the d ate and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
