Description
THIS IS A SPECIAL NOTICE INVITING ALL INTERESTED PARTIES TO REVIEW AND COMMENT ON A DRAFT SOLICITATION FOR THE ADVANCE CONTRACT INITIATIVE (ACI) FOR DEBRIS MANAGEMENT SERVICES CONTRACT. THIS IS A SPECIAL NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THE DRAFT SOLICITATION IS AVAILABLE FOR COMMENT ONLY. The tracking number for this announcement is W912P807SN002. The NAICS code for this proposed acquisition is 562119, Other Waste Collection. The purpose of this notice is to solicit feedback from industry on changes to the terms and conditions of our ACI Debris Management Contracts. The solicitation document is available for downloading from a link at this site. Please take note of the following changes: 1. Section B prices have been limited to labor categories that support planning. 2. The Scope of Work is rewritten to distinguish mission planning and debris management execution. Requirements contract is for planning only. 3. The Government may use multiple contracts within a region and may request you to work outside of your region within the CONUS. 4. Subcontracting tier limitation. 5. Performance based contracting. 6. Requirement for the Automated Debris Management System (ADMS) 7. Mock Task Order requirement for evaluation. 8. Evaluation Factor giving preference to local firms. Written responses should be submitted via e-mail to Tim Black at Timothy.Black@mvn02.usace.army.mil. Responses must be received no later than 4:30 pm Central, Monday, 13 November 2006. NOTE: Contractors must be registered with the Central Contractor Registration to be eligible for contract award or payment from any DOD activity. Information on registration may be obtained by calling 1-888-227-2423 or via the internet at http://www.ccr.gov. Registration requires applicants to have a DUNS number from Dun & Bradstreet. Recommend registering immediately in order to be eligible for timely award.
