Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUIS ITION STRATEGY FOR A FUTURE ACQUISITION. The purpose of this announcement is to gain knowledge of potential small business sources; specifically small business, certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), concerns. The NAICS Code is 541330 (size standard $4.5 million average annual receipts for preceding three fiscal years). Responses to this Sources Sought Announcement will be used to determine appropriate acquisition decisions for a future procurement. In terested small business, 8(a), HUBZone, and SDVOSB concerns must submit a qualifications statement (not more than 20 pages) including but not limited to the following information: a. A statement that your firm is an SBA certified small business, 8(a), HUBZ one, or a Service-Disabled Veteran-Owned small business (SDVOSB) concern. b. Indicate proposed team members to include: Name of prime firm and sub-consultants, addresses, role in this contract and POC information of each firm. c. Organizational Chart of Pr oposed Team. d. Demonstrate the capability to perform at least 50% of the contract work listed below in accordance with EP 715-1-7, Chapter 3-8 (2) c which can be found at http://www.usace.army.mil/publications/eng-pamphlets/ep715-1-7/toc.htm. In particul ar, in order to be awarded an 8(a) contract the concern must agree that: In the case of a contract for services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other HUBZone small business concerns. In order to be awarded a SDVOSB SA contract the concern must agree that: In the case of a contract for services (except construction), the SDVO SBC spends at least 50 percent of the cost of the contrac t incurred for personnel on the concerns employees or on the employees of other SDVO SBCs. e. Total number of employees dedicated to the contract, listing each employees function, professional discipline, professional license listing the state and date of registration. f. Resume of the overall Project Manager and senior personnel of each key discipline shown below in the list of professional disciplines. g. Demonstrate experience in the required A-E services listed below. Required A-E services: Experience in the design of River Navigation, Flood Control Systems, Shore Protection Systems and Ecosystem Restoration such as dredging, floodwalls, levees, closure structures, beach fill and general environmental landscaping for ar eas that include cities, residential and commercial properties, wetlands and parks. Preparation of design criteria, supporting calculation reports, and other studies, including value engineering studies. Ability to provide construction phase and other se rvices that may include preparation of operation and maintenance manuals, shop drawing review, design during construction, site visits, site visit reports and commissioning/start-up/fit-up design support. Design work involving drainage structures, sluice g ates, site investigation, geotechnical reports, borings (with laboratory analysis), aerial photography, topographic surveys, wetland delineation and mitigation, capability and experience to use specialized computer programs such as HEC-RAS, HEC-1, HEC-2, E AD, preparation of contract drawings, technical specifications using SPECINTECH, design analyses and cost estimating using M-CACES. Navigation design to include but not limited to the followi ng: Navigation procedures, ship and port operations and design, channel design, subsurface investigations, remote sensing, underwater drilling, blasting and mechanical removal of rock (blasted and unblasted), dredged material disposal site investigations, analysis of potential sites, design of marine structures, feasibility studies, and design documents of deep draft and shallow draft projects. Ecosystem Restoration design to include but not limited to the following: Habitat and vegetation identification an d planning, wetlands delineation, formulation and evaluation, water resources planning, and environmental testing and analysis, including soil classification and soil nutrient evaluations. Experience with Microsoft Project scheduling. Ability to provide a QA/QC plan indicating how they plan to manage their team to ensure that quality products are delivered to the New York District. CADD and GIS deliverables in Microstation or AutoCAD format. Preparation of CADD drawings shall be prepared in accordance with the Architectural/ Engineering/Construction (A/E/C) Computer-aided standard version (CADD). Consideration will only be given to firms that assemble a team of in-house and consultants with a professional staff consisting of the following disciplines: Project Manager ( Resume Required), Structural Engineering (Resume Required), Civil Engineering (Resume Required), Mechanical Engineering (Resume Required), Electrical Engineering (Resume Required), Hydraulic/Hydrologic Engineer (Resume Required), Coastal Engineering (Resum e Required), Marine Engineering (Resume Required), Cost Engineering (Resume Required), Geotechnical Engineering (Resume Required), Land Surveyor. (Resume Required), Biologist (Resume Required), Ecologist/Environmental Scientist (Resume Required),Geologist/ Hydrogeologist (Resume Required), Architecture, Fire Protection Engineering, Force Protection Specialist (physical & electronic security), Certified Lead/Asbestos Abatement Inspector Environmental Engineering, Soil Scientist, GIS Specialist, Geographer/Car tographer/Geospatial Data Analyst), Bioengineering, Environmental assessment, HTRW assessment, Habitat assessment, Real Estate assessment, Technical Writer.
