- Description
- The Stratton VA Medical Center, Albany, NY is soliciting a firm to provide all labor, materials, supervision to provide window cleaning services at the main hospital and several outbuildings. Window cleaning will include weekly, quarterly and special cleanings. A site visit is recommended, but not required. The period of performance shall be December 30, 2006- November 30, 2007 with the potential of four (4) option years.  This procurement is a total small business set-aside. This will be a firm fixed priced, performance based contract. Only offers submitted by firms that meet the Small Business Size Standards set forth by the Small Business Administration will be considered.  The North American Industry Classification System (NAICS) Code #561720 with the size standard of $15.0 million applies to this solicitation.  The Government intends to use the best value concept in making the selections.   The best value concept is a method of evaluating past performance, technical qualifications and price as specified in the solicitation; which in the Government's estimation, provides the greatest overall benefit in response to the requirement.  Only one proposal may be submitted by each offeror.  Offerors should submit proposals that are acceptable without additional explanation or information, as the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial proposal submitted.    The Government may make an award without discussions.   Proposals will be evaluated by the Government using these three factors past performance, technical evaluation and price.  The elements that make up the past performance factors in order of importance are: (1) Experience (a minimum of 5 years), Past Performance of the Firm, and references.  The elements that make up the technical evaluation factor are (1) Qualifications of Key Personnel, (2) Management and Technical Approach.   The Past Performance is more important than the Technical factor and the price factor.   As proposals become more equal in the Past performance merits, technical becomes more important.  At a minimum all vendors must supply the following information:  Your Company Central Contractor Registration (CCR), Your Company DUNS Number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number), Your Telephone Number, and Your Email Address. Any offeror submitting a proposal is required by the Federal Acquisition Regulations to use the Online Representation and Certifications Application (ORCA).   The Solicitation will be posted electronically on Monday November 6th and responses are due by DECEMBER 6, 2006 @ 1600. Interested parties requiring a mailed paper copy must submit, either in writing or fax, to: Stratton VA Medical Center, 113 Holland Avenue, and Attn.: Kellyann Bruno, Contracting Officer (2/90NCA), and Albany, NY 12208.
