REQUEST FOR INFORMATION ? MARKEY RESEARCH SURVEY The Department of the Navy proposes to conduct a competitive sourcing study of the Naval Air Systems Command (NAVAIRSYSCOM) Test and Evaluation Facilities and has commenced preliminary planning in accordance with the Office of Management and Budget (OMB) Circular A-76. The Naval Air Warfare Center?s Aircraft and Weapons Divisions are located at Patuxent River, MD; China Lake, CA; and Pt. Mugu, CA. The Department of the Navy is conducting market research to determine the existence of viable commercial source(s) capable of providing the necessary services, ascertain if there are any small businesses that are potentially capable of performing the entire function, and to determine the appropriate groupings of activities as business units in providing aircraft and weapons systems test and evaluation services. This is a request for information being issued to the private sector community. This is NOT a solicitation. There is no guarantee that a solicitation will be issued as a result of this preliminary planning effort. If the Department of the Navy determines to move forward with a solicitation, a separate document will be published. Response to this inquiry announcement is voluntary. No reimbursement will be made for any costs associated with providing information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002(b)(2)(iii). Background. The Naval Air Warfare Center operates and maintains sea, air, land, and electronic combat ranges to support aircraft and weapons systems T&E. Range personnel provide engineering and technical services required to collect and analyze a broad spectrum of quality data ultimately to be used by the Navy acquisition community decision makers. Land, air and sea space communications and control, time and space position measurement, and test vehicle instrumentation and prototyping are high level products. Additionally, weapons energetic material testing and quality assurance are products of the functions under survey. The work environment is one of externally driven, rapidly changing priorities, conflicting schedules and evolving requirements requiring a flexible, experienced workforce to accomplish the mission. The service provider will be required to reapportion the workforce on a permanent or temporary basis and on short notice in response to these changes. Mission failure is not an option due to the time critical nature of products and ramifications on interrelated Navy programs. The functions under consideration are: Test Article Preparation (Patuxent River, MD.; China Lake, CA and Point Mugu, CA.) Atlantic Test Range Operations (Patuxent River, MD) Electronic Combat Range Operations (China Lake, CA) Sea Range Communications (Point Mugu, CA) Propulsion, Warhead, and Environmental Testing (China Lake, CA) Optical Systems Operations (Point Mugu, CA) A more detailed description of these functions is provided as a separate attachment.
