Description

Modification 1: To clarify the period of performance for this work is 3 years. The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Earth System Research Laboratory (ESRL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the State University of New York, Albany (SUNY-Albany) for collaborative research with a SUNY scientist to conduct analysis of atmospheric data acquired from a ground site located in the vicinity of Ponca City, Oklahoma in order to carry out a measurements of cloud optical depth, as well as to support a broad study associated with aerosol, clouds and climate change. This group is the only one with extensive experience deploying radiometers for long term field studies. This joint effort is for ESRL to meet the North American goals of the U.S. Climate Change Science Program. ESRL requires regular, long-term measurements from the Oklahoma site to study the variation of cloud optical depth. These measurements will enable ESRL and other scientists to quantify the predicted aerosol effects on cloud optical depth. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and shall address qualifications pertinent to this requirement. Award date will be November 14, 2006.
