- The Veterans Integrated Service Network, Ohio, (VISN 10) intends to negotiate a sole source contract in accordance with FAR 6.302-1(a)(2)(ii)(A) and (B),with Ohio Hospital Association (OHA) for the provision of a Continuous Survey Readiness (CSR) Program with Joint Commission Resources (JCR) and various counterparts within the State of Ohio. The proposed contract duration is 3 years, which includes 2 option years to be utilized at the Government's discretion. The Contracting Officer has determined that the OHA is the only source capable of providing the services specific to the needs of VISN 10. OHA provides the following unique services: 1. Access to first hand information directly from actual Joint Commission (JC/JCR) surveyors. OHA is the only local source that can provide this due to the 2004 implementation of the JC conflict of Interest Policy. Other sources include JCR itself and other state hospital associations. 2. Although JCR can provide mock survey services directly, they do not offer cross-reference networking with local/state peers, as well as the whole CSR program. 3. Although other state hospital associations offer the CSR program, they can not offer state specific guidelines that are not covered under the umbrella of the federal government. As a federal facility, the VA adheres to Federal/VA laws and regulations. In the absence of Federal/VA laws and regulations, state laws are applicable. As such, the laws of any state other than Ohio, would not be applicable to VISN 10 and any other state's CSR program would not be relevant to VISN 10. This notice of intent is not a request for competitive proposals. Firms in disagreement with this decision must submit information to the Contracting Officer no later than close of business 4:30 P.M., E.S.T., November 8, 2006. No solicitation document is available and telephone requests will not be honored. Any written response may be sent to the Contracting Officer via fax at (937) 262-5974. The Contracting Officer is not responsible for e-mail correspondence and it may not be responded to. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. The Contracting Officer has the right to accept or reject any information if it is not complete, accurate and relevant. The Contracting Officer shall make the final decision regarding the information submitted.
