Description
The Richard L. Roudebush VA Medical Center, Indianapolis, Indiana has a requirement for all non-personal services, supplies, facilities, tools and supervision for the pick-up, delivery, interim storage and retrieval of government-owned records on electronic storage media. Pick-up and delivery will be daily, Monday through Friday, less Saturday, Sunday and Federal holidays. Pick-up and delivery hours of operation will be from 8:00 am until 4:30 pm local time. The anticipated period of performance will be from November 2006 through September 30, 2007. F.O.B. terms: Destination. The successful offeror must provide a suitable pickup and delivery vehicle and qualified driver. The resulting purchase order shall contain FAR 52.224-2, ?Privacy Act.? Each offeror must complete and include in its initial quotation submission a Business Associate Agreement (BAA) as a condition of award [reference VHA Handbook 1600.01 dated May 21, 2006]. The request for quotation (RFQ) will be to electronic medium only. No hard paper copies of the RFQ are available. Copies of the RFQ may be obtained at no charge at the VA Business Opportunities System website at www.bos.oamm.va.gov or at the FEDBIZOPS website www.fidbizopps.gov. Offerors are responsible for downloading any solicitation amendments posted to the foregoing URL sites. This requirement is issued on an unrestricted, full and open competitive basis utilizing FAR Parts 12 and 13. The minimum technical requirements for the storage facility are: 1. Must be physically located within a 25 mile radius of the Richard L. Roudebush VA Medical Center, 1481 W. Tenth Street, Indianapolis, IN. 2. 24-hour/7-day controlled access. 3. 24 hour alarmed surveillance. 4. Outside dusk-to-dawn lighting. 5. Perimeter fencing. 6. Alarmed for intrusion detection at all points of entry. 7. Storage facility must be alarmed for fire detection and suppression with HALON 1301 or other dry chemical agent. 8. Alarmed for water and smoke detection. 9. Storage facility must be physically located outside of the local flood plain. 10. Storage structure must meet all state and local seismic safety construction standards. 11. Actual storage location must be away from known sources of electromagnetic emissions. 12. Contractor shall provide written notification to the Contracting Officer within 24 hours of any detected security breach or the occurrence of a local natural disaster. The date and time set for initial receipt of quotations is November 14, 2006 at 1:00 p.m. Eastern Time. Quotations may be surfaced mailed to the following address: Richard L.
