Description
DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The incorporated provisions and clauses are thos e in effect through Federal Acquisition Circular 05-11. This will be a 100% Small Business Set Aside acquisition under North American Industry Classification System Code 333313, with a small business size standard of 1,000 employees. SPECIFICATIONS: Rental of approximately 19 postage meters to be installed at various armories throughout Utah. This contract will be for one year with an option for four (4) additional years. Interested parties may request copy of Request for Quote (SF 1449) and specifications via e-mail at sherri.shepherd@us.army.mil APPLICABLE PROVISIONS AND CLAUSES: The full text of provisions and clauses can be accessed electronically at the following site: http://farsite.hill.af.mil. The following provisions are incorporated by either reference or full text: (1) FAR 52.212-1 Inst ructions to Offerors-Commercial Items (JAN 2006), addendum paragraph (h) Multiple Awards  delete in its entirety, the government plans to award a single contract resulting from this solicitation; (2) FAR 52.212-2 Evaluation--Commercial Items (JAN 1999); (3) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (JUN 2006), with Alternate I (APR 2002). The following clauses are incorporated by either reference or full text and are to remain in full force in any resultant contract: (1) FA R 52.212-4 Contract Terms and Conditions--Commercial Items (SEP 2005); (2) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders  Commercial Items (JUN 2006), the following clauses are applicable and incorporated by reference; FAR 52.219-6 Notice of Total Small Business Set-Aside (JUN 2003); FAR 52.222-21 Prohibition of Segregated Facilities (FEB 1999); FAR 52.222-26 Equal Opportunity (APR 2002); FAR 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans (DEC 2001); FAR 52.222-36 Affirmative Action for Workers with Disabilities (JUN 1998); FAR 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (DEC 2001); FAR 52.232-33 Payment by Electric Funds Transfer-Central Contractor Registration ( OCT 2003); (3) FAR 52.217-5 Evaluation of Options (JUL 1990); (4) FAR 52.217-8 Option to Extend Services (NOV 1999); (5) FAR 52.219-9 Option to Extend the Term of the Contract (MAR 2000); (6) FAR 52.232-19 Availability of Funds for the Next Fiscal Year (APR 1984); (7) FAR 52.237-3 Continuity of Services (JAN 1991); and (8) DFARS 252.232-7003 Electronic Submission of Payment Requests (MAY 2006). EVALUATION FACTORS: The contract type for this procurement will be fixed price and award will be made on the basis of best value to the government, price and other factors considered. Selection will be based on the following evaluation factors, in order o f importance: (1) offerors capability to provide meters that meet government specs; (2) quality of meters proposed; (3) offerors capability to have meters delivered and operational at each location by required date; and (4) total cost/price. INSTRUCTIONS: Offerors must submit a quote for the base year and each option period. Offer must be submitted on the Standard Form 1449, no other form of quote will be accepted. Block 17a of SF 1449 must be completed to include point of contact, phone num ber, fax number and e-mail address. Provide descriptive literature/spec sheet for the meter being proposed. In accordance with FAR 52.212-1(k), prospective awardee shall be registered and active in the CCR database prior to award.
