Description
Amendment 0003 to Solicitation W15QKN-07-R-0300 The purpose of this amendment is to Answer Questions and clarifications from potential offeror???s. Question: Para C.3.4.1.1 Says there's supposed to be a kick-off meeting at ARDEC; however, it says it's to include a manufacturing facilities tour. Is the facility tour of the Adelphi facility that is producing the first 100 units? Answer: ???The contractor shall conduct a kick-off meeting at the ARDEC Fuze Division???s EPIAFS workplace (Adelphi, MD) within 30 days of contract award.??? This is a government facility in Adelphi, MD. Currently the qualification units are being produced at this facility. Question: Clause 52.217-7 says that they can exercise an option to increase the quantity up until 30 days prior to final delivery and expect continuous delivery at the previous rate. Answer: Correction to Clause 52.217-7 of solicitation should read: The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor no later than 60 days prior to Final Delivery. The Government may exercise each option one or more times during the time period, provided that the total quantity shall not exceed the highest quantity of the maximum range for that option. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (Please Note: This is not an evaluation factor for this solicitation.) Question: Section H, Specialty Metals, DFARS Clause 252.225-7014 Preference for Domestic Specialty Metals (Jun 2005); Company requests an Exemption. Answer: DFARS Clause 252.225-7014 is Not Applicable to deliveries of the EPIAFS System at this time. The EPIAFS System is in support of contingency operations and therefore is not subject these restrictions. Should this category change in the future, full compliance will be necessary. Question: Regarding Pricing Models; we recommend that a redetermination provision be added to assure that unit prices are keeping up with economic conditions. Answer: The Economic Price Adjustment Model will not be added to this contract. Question: Provide us with a copy of the following Specs DTL 13001075 and acceptance document AD13001075. Answer: DTL 13001075 is already included in the TDP. Please contact Contract Specialist for this Solicitation for an electronic copy of document AD13001075. This is not a Qualified Item; item is produced to drawing specification. This is not a Directed Source, but the following company has produced this item; SAVT Corp, 1130 Route 46 West, Parsippany, NJ 07054 POC: Mr. Warren Reiner Telephone: 973-263-3080. Question: Clarify the comments under Section B specifically with each CLIN regarding the "One Lot consists of 10 EPIAFS Systems"; what does this mean when ordering range quantities exceeding 10. Answer: ???One Lot of 10 EPIAFS Systems??? refers only to CLINs for First Article Testing. Question: Clarify where will FAT be done? Paragraph C.3.8.3 of the SOW says that FAT will be at the contractor's plant or an independent test lab proposed by the contractor. However, under ARDEC 39 on page 22, the RFP says that FAT will be done at ARDEC. Where will FAT be done? Answer: FAT could either be conducted at the contractor???s facility or an independent test lab proposed by the contractor. Government personnel will oversee FAT regardless of location. Correction ARDEC 39 of solicitation should read: ???The First Article shall be delivered to either the contractor???s facility or an independent test lab proposed by the contractor.??? Question: The RFP does not seem to identify any test equipment to simulate the Excalibur round to prove that the round can be set by the EPIAFS. Is that an oversight? Is there additional GFE to be provided for that function? Answer: The test equipment to simulate the Excalibur round is in the custody of the US government. It is a nose-section Excalibur. It will be utilized by the Government in First Article Testing, Lot Acceptance Testing, and any other places where the test procedures are called out. It is not GFE. Government personnel will oversee and provide item at the time of testing.
