Description
Synopsis This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. The solicitation number is W15P7T-07-R-B214 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Fed eral Acquisition Circular 2006-23. This procurement will be a 100% small business set aside with a NAICS code of 333618 with the small business size standard being 1000 employees. This solicitation is issued from CE-LCMC Acquisition Center, Fort Monmouth , NJ 07703, AMSEL-AC-CA-RT-P, and will be on a Firm-Fixed-Price basis. The proposed action is for 20 Rebuilt Hercules Diesel Engines D198ERX51, 15 KW, 4 cylinders, with an NSN of 2815-00-530-8742. This engine is part of a generator set. All installed engine accessories (e.g., engine electronic sensors/switches, either jet assembly, fluid drains, pipe elbow, heating element wires, check valve, transducer, loop clamp) and flywheel shall be reinstalled on the remanufactured engine. The Contractor shall p rovide all labor, equipment, and material to remanufacture the following Diesel Engine Models to Original Equipment Manufacturing Standards (OEM). All engines shall be painted with CARC paint in accordance with MIL-DTL-503072. The delivery schedule shall be 5 each of NSN 2815-00-530-8742 to be delivered to the customer 3 months after contract award and 5 each month thereafter until completion. Additionally, early delivery will be accepted and is encouraged if at no additional cost to the Government. Th is will be FOB Destination to New Cumberland Army Depot, 25G1U, RIC AN5, as implemented by FAR 52.247-34. Warranty: Provide with quote, standard commercial warranty information. Packaging should be military packaging in accordance with FAR 52.7024 and Sp ecial Packaging Instruction (SPI) #AG00000605. Responses to this RFP must be signed, dated, and received via electronic mail or fax by November 15, 2006 no later than 1600. All Contractors not registered in the Central Contractor Registration (CCR) database prior to award will not be considered. Vendors may register with CCR by calling 1-80 0-334-3414 or register on line at http://www.CCR.gov The US Army CE LCMC has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from C-E LCMC to industry. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil FAR 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
