Description
The Bureau of Land Management (BLM) has a requirement for the Fish Two Heart 2 Stewardship Project, encompassing hazardous fuels management services 13 miles east of Butte, Montana in Silver Bow County to accomplish the following: The goals of the program are to reduce fuels in the wildland interface and restore healthy conditions in Douglas-fir and lodgepole pine forests, meadows, and aspen stands. Meeting these goals will reduce the potential risk of wildfire, alter structure and composition of forested habitats, remove encroachment from meadows and aspen stands, and improve riparian function. The project area is located in the foothills on the east side of the Highland mountains, on slopes of 20-50 percent. The project service work and product removal area contains approximately 330 acres of mature forest, comprised of Douglas-fir and lodgepole pine timber types, and 105 acres of dry, upland meadows and aspen woodlands. All merchantable material to be removed will be purchased from the Government and paid for at the total offer values shown through either application of Conservation Credits earned or cash deposit. The contractor shall develop and submit a Treatment Plan and Schedule to accomplish the project objectives and organize and direct all of the equipment and personnel needed to fully accomplish the work. The Treatment Plan and Schedule will be agreed upon by both parties and incorporated into the contract. All changes to the Treatment Plan will be agreed to prior to the changes taking effect. The period of performance will begin on or about February 1, 2007 (weather permitting) and continue for no more than 3 years. This NAICS code for this requirement is 115310. This solicitation will be available on or about November 6, 2006. A site visit has been scheduled for November 21, 2006 at 9:00 A.M. Participants will meet at the Bureau of Land Management (BLM) Butte Field Office, 106 N. Parkmont, Butte, MT. Potential offerors are to provide their own transportation at no cost to the Government. The Government assumes no liability on behalf of offerors attending the site visit. Offerors intending to attend the site visit tour shall contact Lindsey Goetz at (406) 533-7678 at least 48 hours before the scheduled site visit and advise her of the firm's name and number of persons that will attend. Potential offerors may obtain a copy of the solicitation at http://www.fbo.gov or http://ideasec.nbc.gov. No hard copies of the solicitation will be provided. Contractors must be registered at http://www.ccr.gov to be considered eligible for award. Proposals are due no later than January 10, 2007 at 2:00 P.M. Denver local time.
