Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Warfare Center Aircraft Division Lakehurst intends to procure 3 each Navigation Radio Test Sets. This is an open competition for obtaining this Test Set, and we are seeking small business providers. The test set is designed for use in all weather at the organizational level of maintenance to test proper operation of the ARN-147 VOR/ILS/MB receiver. Functional tests are performed on the VHF omnidirectional radio range-localizer, glideslope and marker beacon signals. Either of the VOR tones of 30Hz can be deleted for a flag check, and a standard 1020 Hz modulation tone can be added. Must allow for interface/rejection tests. ILS signals for glideslope (GS) and Localizer (LOC) are provided for fixed center, full-scale deflection and continuously variable modes. Marker Beacon is provided at a fixed RF level and provides the standard modulation signals of 400 HZ 1300 HZ and 3000 HZ. The ability to test above aspects of the ARN-147 is the manditory minimum. Equipment must be able to operate in extreme temperatures, and the performance capabilities on a single battery charge, expected battery life will be considered in this competition. These factors will be evaluated by Navy Engineers as a part of the selection process. The Government reserves the right to determine best value based on the specifications provided by the vendor and the price offered.
