Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at www.fbo.gov and the Navy Electronic Commerce on line (NECO) site at www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case that FBO is not available. Please feel free to use either site to access information posted by NSWC. This sources sought is being issued to identify potential sources to manufacture a solid state oscillator utilized in military aircraft which operates in the UHF band, covering almost an entire octave and an output power between 10 and 25 milliwatts. The tuning voltage shall be 0 to 10.0 VDC with a tuning speed of 30 milliseconds, stable within 0.8 MHz. Operating altitude up to and including 50,000 feet with operating temperature ranging from -54?C to +95?C, per MIL-T-5422. The oscillator must meet normal shock and vibration equal to naval aircraft trapped landings. The oscillator shall not be damaged by 18 impact shocks of 30 g?s per MIL-T-5422 and shall meet all performance requirements during and after exposure to a vibration environment ranging from 5 to 500 Hz per MIL-T-5422. MIL-I-6181 shall be used as a design guide for EMI shielding. Additional specifications are provided on the attachment (AIL #409981). The frequency specification, which is classified at the level of confidential (pages 1 and 2) are not included. In order to determine the feasibility of pursuing this acquisition, the Government is requesting a ROM to include two first article units and ten additional units that will be required following successful first article testing, from all interested vendors that possess or could obtain a minimum of a confidential security clearance. Along with the ROM, provide your company?s experience with designing and manufacturing a similar oscillator that have the same form, fit and function of an existing oscillator that has been discontinued due to parts obsolescence. Responses are due by 31 December 2006. This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the pre-solicitation conference will NOT be reimbursed.
