Description
This synopsis, and applicable amendments, is posted to both the Federal Business Opportunities (FBO) page located at HTTP://www.eps.gov and the Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. This is a combined synopsis/solicitation for commercial items using simplified acquisition procedures in accordance with FAR Part 13.5, prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation for this requirement. Proposals are requested and a written solicitation will not be issued. REQUIREMENT: The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires: access, for a period of one year, to Microsoft source code and expertise in the development of Microsoft OS and application software products, to facilitate Government efforts to develop software. This requirement will be satisfied by acquisition of a commercial Microsoft Application Development Consultation (ADC) package. More specifically, the ADC package, CLIN 0001, quantity 1 lot, will provide proactive technical consulting and reactive support as it applies to development of Government software items and Microsoft software items. The ADC package will be provide for formal code reviews, benchmarking and test plan assistance, escalation management, service delivery plans, support usage reports, 6 (six) support incidents, hot fixes, critical problem alerts, newsflashes, participation in expert roundtable discussions, unlimited-user ServiceDesk license to the Microsoft website for Premie r support customers, 5 (five) ADC onsite visits (up to 2 days each), and one 4-day workshop. This package includes 400 of ADC hours. PROVISIONS/CLAUSES. This solicitation incorporates, by reference, Federal Acquisition Regulations (FAR) and Department of Defense Federal Acquisition Regulations (DFAR) provisions and clauses as follows: FAR 52.212-1 Instructions to Offerors ? Commercial Items; FAR 52.212-2 Evaluation ? Commercial Items (fill in: Factors used to evaluate offers are: (1) technical capability to meet the Government requirement and (2) price. A best value award will be made to the responsible offeror with the lowest priced, technically acceptable offer.); FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items; FAR 52.212-1 Instructions to Offerors ? Commercial Items. The contract award document will include a clause prohibiting employment of any active-duty U.S. Government military or civilian personnel without prior written approval of the Contracting Officer as well as FAR 52.212-4 Contract Terms and Conditions ? Commercial Items; FAR 52.212-5 Contract Terms and Cond itions Required to Implement Statutes or Executive Orders Commercial Items (with selection of elements as required by FAR prescription); DFAR 252.212-7000 Offeror Representations and Certifications ? Commercial Items; DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (with selection of elements as required by DFAR prescription). The FAR and DFAR provisions and clauses referenced by this solicitation can be found in full text at http://www.farsite.hill.af.mil. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13 effective 28 Sep 2006 and Cass Deviation 2005-o0001. AWARD: Representations and Certifications shown at FAR 52.212-3 and DFAR 252.212-7000 must be completed and submitted with the offeror?s proposal/capability statement for this requirement. The Government will award a Firm Fixed-Price contract to the responsible offeror whose offer conforms to the requirements of this RFQ and is determined to be most advantageous to the Government based on price. Potential awardees must be Microsoft Corporation and authorized re-sellers of the Microsoft ADC package. In order to be eligible for award, firms must be determined responsible in accordance with FAR 9.104-1 and they must be registered in the Central Contractor Registry (CCR). (Offerors may obtain information on registration in the CCR via the internet at http://www.ccr.gov/.) The Government may not make advance payment(s) for the required consultation package, but will make post-performance payments on a monthly, quarterly, bi-annual, or annual basis, as preferred by the awarde e. Offers must reference Solicitation N00178-07-R-3010 and be submitted via email to DLGR_NSWC_?XDS13@navy.mil. The closing time and date for receipt of offers is 1200 EST 13 November 2006. Estimated award date is 15 November 2006.
