- NAICS Code: 334516 COMBINED SYNOPSIS This is a combined synopsis/request for quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The identifying RFQ number is RFQ-OH-06-00247 from the United States Environmental Protection Agency and the National Risk Management Research Laboratory, Ground Water and Ecosystems Restoration Division, located at the Robert S. Kerr Environmental Research Center in Ada, OK. The RFQ and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 05-13. The NAICS code is 334516 and the small business size standard is 500 employees. This procurement is being solicited under full and open competition. The US EPA has a requirement for a Powder X-ray Diffractometer The system must meet the following minimum specifications: 1. The system must have dimensions less than 25 inches (width), 15 inches (depth), and 25 inches (height) to facilitate location within a controlled atmosphere glove box. 2. The X-ray radiation source and optics must be enclosed within a cabinet. The sample support hardware and associated optics must be accessible via a door. The X-ray shutter must automatically close when the door to the sample compartment is opened. 3. Components: - Fe target X-ray tube - X-ray generator - high frequency high voltage generation - diffracted X-ray detection with NaI scintillation counter - vertical goniometer with at least 150 mm radius - variable detector slit interlocked with Q-axis - heat exchanger 4. The system must have a scanning range from -3? to 150? (2Q) with a scan rate ranging from 0.01?/min to 100?/min (2Q). The maximum slewing speed shall be at least 1000?/min. 5. The system must be controlled via a desktop or laptop personal computer operating within a Windows environment and must be 508 compliant. Analytical data shall be accessible in real-time, and instrument operation shall be interruptible during the analysis without loss of collected data. 6. The system software which must be 508 compliant, shall allow the operator to input individual values or ranges for the following measurement settings: sample name, scanning range, step size, scanning speed, and measurement mode (continuous or step scan). The following minimum data processing capabilities shall be available with the system software: profile smoothing, background subtraction, Ka2 removal, peak search, and calculation of integrated intensity. The software must have the capability of exporting data files in an ASCII compatible format. 7. The contractor shall provide a one-year warranty, commencing from the date of system acceptance, on all parts and labor. 8. The contractor shall provide appropriate training for at least three (3) individuals who will be operating the system. This training shall be provided on-site at the location of the owner/operator of the system being purchased. The training shall be structured to provide adequate instruction for all operators. The training will occur after installation and acceptance of the delivered equipment. The training shall include all aspects of system operation, maintenance, and troubleshooting. This training must provide the user with the knowledge necessary to effectively operate the system in all modes. 9. The contractor shall provide a complete set of all operator and maintenance manuals, including those covering all peripheral items. The instrument is to be installed at the Robert S. Kerr Environmental Research Center, 919 Kerr Research Drive, Ada, OK. The system shall be installed within 30 days after delivery at this location. Installation must be performed by individuals employed by the contractor and certified by the vendor to be trained in the setup and operation of the instrumentation being installed. The system should be transported in packaging that eliminates the possibility of damage during shipment and be received in crating units such that movement to required location will not be hindered. The government will evaluate and make the award based on "best overall value." Best overall value will be a combination of the adherence to the specifications and price. The provision at 52.2 12-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (i) Technical capability of the item offered to meet Government requirement and (ii) price.
