Description
The Office of Personnel Management (OPM) intends to issue a sole-source award that will result in multiple Blanket Purchase Agreements (BPAs) to Embassy Suites Hotels within the Washington, DC metropolitan area to provide suite style hotel space for the OPM Leadership Assessment Center. The BPAs will be for a one-year base period and four (4) one-year option periods. The OPM Leadership Assessment Center is typically conducted for various federal agencies approximately six (6) times per year. The authority for the sole source is 41 U.S.C. 253(c)(1); FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Assessment center administration requires a very specific room configuration. When conducting an assessment center, a common professional practice is to rent hotel space that meets the necessary configuration requirements (typically a suite style room so the sleeping area can be separated by a closed door and the outer room can be reconfigured to simulate office space.) The timing of all activities during the assessment day is very tightly controlled; therefore, it is necessary to provide box lunches for all participants and staff to ensure that all activities remain on schedule. Timing and consistency are key elements in the legal defensibility of the assessment process. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS IS A NOTICE OF INTENT. Therefore, no solicitation document is available. The OPM has utilized other vendor spaces in the past. However, no other hotels in the DC metropolitan area can effectively meet the strict needs of this requirement with respect to space configuration and location of facilities near a Metrorail station or a major airport. The OPM intends to issue a competitive procurement for this requirement in the future (during the first quarter of fiscal year 2007) should it be definitively determined that other responsible sources in the Washington, DC metropolitan area can accommodate the needs of this requirement.
