Description
Combined Solicitation/Synopsis?Court Reporters This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as supplemented with additional information included in this notice. The United States Patent and Trademark Office (USPTO) intends to establish a Blanket Purchase Agreement (BPA) to fulfill its continuing requirements for court reporters in the Board of Patent Appeals and General Law Office of the Office of General Counsel. The tasks include depositions as well as administrative hearings that may be technical in nature. This announcement incorporates FAR provisions and clauses in effect through FAR FAC 2005-12 and constitutes the only solicitation; a written solicitation will not be issued. NAICS Code 561492. This is a 100% small business set-aside. The solicitation number is PROC1000CR. The solicitation is issued as a Request for Quote (RFQ). The requirements will be fulfilled using the Simplified Acquisition Procedures, FAR Part 13. The Government will award up to five BPAs. The period of performance is one base year from January 1, 2007-December 31, 2007 with four option years. The quotes not including past performance information are not to exceed 3 pages. The USPTO may solicit additional companies at any time to replace or increase the existing BPA to fulfill the USPTO?s requirements. To be eligible for award under this solicitation, the contractor must be registered on the Central Contractor Registration website (www.ccr.gov). As requirements occur, the USPTO, at its discretion, will either compete the actions among BPA holders using the same selection factors used to award the BPA, or rotate awards through the companies included in the BPA. Exact requirements are not known at this time and there is no guarantee of requirements. Selection Factors: The provision at 52.212-2, Evaluation ? Commercial Items will be used to evaluate offerors. The government will award one or more BPAs resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government. Evaluation Factors will be past performance, quality of service (technical ability, flexibility, and ability to provide rapid turn around) and price. Offers are to submit three references (Business Name, POC, and Phone Number). Experience with Government agencies and particularly experience with the USPTO will be weighed more heavily. Experience with patent related matters is preferred. The evaluation factors are listed in order of importance. Past performance and quality when combined are significantly more important than price. However, as non-price factors of offerors become more equal, the relative importance of price increases. Price should include sitting fee, price per page, technical charge, and cancellation fees. The quote should also include the price of turn around time for one, two, five, and ten days. Quote will also state what the USPTO will receive upon the completion of the task.
