Sole Source - Pratt & Whitney - Aircraft Seal PR Number(s) FD203007-80797 Item: 001 NSN: 2840-01-205-8297 NZ - Seal, Air, Aircraft P/N 4061979 Description: Provides a sealing effect for the compressor 9th stage disk and hub assembly. Predominate Material of Manufacture: Spec PWA 1016 N1 Alloy Approximate Dimensions: 15.922 Inches X 16.330 Inches Quantity Range: 76/151/227 Each Applicable to: F-100 Core Module Destination: FB2039, Tinker AFB, OK, 73145-9013 Delivery: 30 per month beginning May 07 The approximate issue date of the solicitation will be 17 Nov 2006. The approximate response date of the solicitation will be 18 Dec 2006. No telephone requests will be accepted. Hardcopies of the solicitation will not be sent from this office. The solicitation will be available by the release date for download only at www.fbo.gov. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This part must be supplied by Pratt & Whitney. This part has been designated a reliability critical part under a formal reliability program. The probability of failure would be unacceptable from the standpoint of safety of personnel and/or equipment. Data to control the reliability limits and/or define the performance parameters that control these limits is not defined, nor can they be adequately drafted by the government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
