The contractor shall provide all labor, materials, incidentals, and daily travel necessary to complete the work?except that which is clearly identified in 4.0 below as provided by the government. **The person filling this position is not to lobby or have the appearance of lobbying for the Forest Service while under the duties of this position. 2.0 SKILLS AND EXPERIENCE NEEDED ? Ability to work effectively in the Federal and State Congressional/ legislative processes and organization. Develops constructive working relationships with Lake Tahoe Region legislative staff and Congressional representatives. ? Writing, editing, design, and layout of briefing papers and speeches for a legislative audience integrating USDA-FS and Lake Tahoe Region policy. ? Ability to provide program management advice and assistance. Ability to develop and disseminate program information. ? Ability to communicate orally and in the context of legislative work. ? Ability to represent the LTBMU at meetings and conferences to identify policy issues. Knowledge of the Lake Tahoe Region policy including FACA (Federal Advisory Committee Act), Lake Tahoe Restoration Act/Southern Nevada Public Lands Management Act, and Executive Order 13057. ? Ability to organize and facilitate meetings associated with natural resource management. 3.0 DUTIES Prepare for/attend legislative Federal and State of Nevada hearings including the State of Nevada Oversight Committee Hearing on TRPA and the Marlette Water System as it relates to Lake Tahoe/LTBMU; Schedule and coordinate (WO/RO/LTBMU Staff) with the Forest Supervisor and designated staff 1 to 2 trips/annually to Washington DC for legislative visits. Prepare written and presentation materials for visit; Schedule and coordinate meetings w/ Nevada Governor and State Staff with LTBMU Forest Supervisor/Staff and RO Staff; Prepare for/attend meetings and/or prepare materials associated with the Federal Interagency Partnership including Lake Tahoe Basin Executive Committee, Environmental Improvement Program, Lake Tahoe Federal Advisory Committee, Tahoe Working Group and Tahoe Regional Executive Committee; Organize, schedule, participate in telephone conferences with Congressional Staff, State of Nevada and California D.C. office, Nevada and California State agencies and other federal agencies regarding Lake Tahoe issues; Prepare, facilitate, and document LTBMU meetings involving the Regional office, FIP, and/or other State or multi-state discussions when the LTBMU is the lead agency; Coordinate and prepare the LTBMU Forest Supervisor and staff for legislative business (meetings, telephone calls, congressional requests); Participate in the legislative activities associated with the Lake Tahoe Summit (i.e. preparing/writing speeches, information packets/briefing papers, developing talking point papers, scheduling/participating in field trips); Coordinate, write, and update LTBMU briefing papers from a legislative perspective; Participate in meetings, telephone calls, emails and correspondence with the Forest Supervisor and LTBMU employees, FIP as it pertains to the business and activities described above. 4.0 GOVERNMENT FURNISHED RESOURCES Use of government equipment (Xerox machine, telephone) can be utilized at the LTBMU. Travel as a passenger in a government vehicle is appropriate for field visits including meetings at other agency offices. 5.0 DEPENDENCIES AND OTHER FACTORS AFFECTING WORK 5.1 Travel and Site Visits Overnight travel costs will be reimbursed within the limits established by the Federal Travel Regulations. Personally owned vehicle mileage to/from Lake Tahoe Basin management Unit SO will be compensable to attend meetings at the rate specified in the Federal Travel Regulations. 5.2 Work is determined and requested by the LTBMU Forest Supervisor and/or Forest Leadership Staff Officer(s). 6.0 GOVERNMENT ESTIMATE 600 hours of Legislative Affairs $6,000 travel 7.0 REVIEW AND APPROVAL 1) All work shall be delivered for review and approval to the government representative designated for the specific project. 2) The representative will have 30 days after receipt to review and either accept or reject the work. 3) Final acceptance will be made by the Contracting Officer, after recommendation by the representative and the COR.
