- NOAA?s Pacific Marine Environmental Laboratory (PMEL) requires a contractor to implement specific enhancements to the Live Access Server (LAS) core software and to configure custom applications of the LAS which is a PMEL developed scientific product server for the World Wide Web (see http://www.ferret.noaa.gov/LAS). The LAS provides end users with a highly interactive interface through which they can visualize, subset, download and compare scientific data sets. The contractor will be required to develop reusable, object oriented software components to work within the existing LAS framework. The work will involve five major categories: 1) data management activities, including both the development of new systems for data management and the adaptation of legacy science data management strategies, 2) development of scientific analysis and visualization tools, 3) development of new LAS software components, 4) application of LAS technology to specific LAS project needs, and 5) infrastructure support including documentation. Script and component development as well as site configuration will require knowledge of ocean/climate research-specific data management strategies and productivity considerations for scientific end-users. The range of software disciplines will include object oriented design, distributed data management based upon the OPeNDAP protocol; OPeNDAP aggregation techniques; remote databases and JDBC; scientific graphics and analysis; scientific user interface design; usability testing; scientific database design; legacy and new scientific data formats such as netCDF 3, HDF, and GRIB; and the design and implementation we services in a service-oriented architecture. Work shall be performed in procedural and object-oriented programming languages, as well as Web configuration languages including FORTRAN, C, XML, HTML, CSS, JavaScript, Java and Perl. The operating system environments on which the work must be performed and deployed includes UNIX and Windows systems and will involve facility with the Apache and Tomcat HTTP servers Apache. The period of performance will begin on date of contract award, approx. 3/1/07, and will continue for one year and with include four one-year option periods ending approx. 2/28/11. A Request for Proposal (RFP) solicitation will be available on or about November 20, 2006, through this website. No paper copies of the solicitation will be issued.
