- Bird Aircraft Strike Hazard Service for McConnell AFB, KS. The contractor shall provide a comprehensive wildlife control program to mitigate the risk of wildlife at McConnell AFB, KS. Wildlife encountered includes, but is not limited to, birds, foxes, dogs, skunks, snakes, turtles, coyotes, deer or any other animal that enters McConnell AFB. The program may include, but is not limited to, the use of trained birds of prey, pyrotechnics, harassment, trapping, relocation, airfield patrol, and perimeter fence monitoring. The contractor shall comply with all federal, state, and local regulations in performance of this contract. This contract shall be accomplished in accordance with the performance work statement. This requirement is anticipated to be 100% set-aside for small business. The associated FSC is S216, and the NAICS is 561710. The SB size standard is $6.5 million. The solicitation will be posted on or about 18 November 2006. The period of performance will be 1 February 2007 through 31 January 2008, for the base year, with four option years. 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
