- THIS **MARKET SURVEY** IS A REQUEST FOR INFORMATION (RFI) ISSUED FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. RESPONSES TO THIS RFI WILL BE USED TO ASSIST THE USDA IN DETERMINING IF QUALIFIED JWOD-PARTICIPATING NON PROFIT AGENCIES PROVIDING COMMUNITY REHABILITATION PROGRAMS (CRPs) ARE AVAILABLE IN THE MARKET TO PERFORM ALL OR A PORTION OF THE SERVICES DESCRIBED. Please note that the United States Department of Agriculture (USDA), Departmental Administration (DA), Office of Operations (OO) will NOT be responsible for any costs incurred by interested parties in responding to this request for information (RFI). In accordance with the Office of Management and Budget (OMB) Circular Number A-76 dated May 29, 2003, USDA, DA/OO is in the process of conducting Market Research, for the Duplication, Mailroom, and Distribution Services functions in Washington, DC Metropolitan Area. Onsite support is required to perform the various functions. The service provider must have the ability to obtain the necessary clearances and certifications and demonstrate a proven ability to perform related tasks. There are approximately 99 total FTE positions (government and contractor) currently performing the listed functions. Examples of labor categories performing these functions include: administrative/clerical support; binding/offset/equipment operator; mail technicians/assistants and clerks (I,II, III); computer assistant; offset photographer; copier/duplication equipment operator; laborer; materials handler; mail management; motor vehicle operator; project supervisor; counselor. The functions listed below are divided into two sections Copy/Duplication (A) and Mailroom (B). All interested parties should clearly indicate whether they can perform some or all of the related functions listed below. FOR THE PERFORMANCE REQUIREMENTS, ITEMS A.1 THRU B.6 BELOW, PLEASE PLACE A CHECK MARK IN THE APPROPRIATE BOX. PLEASE INCLUDE ITEMS A.1 THRU B.6 WITH YOUR CAPABILITY PACKAGE. A.1 [ ] YES or [ ] NO - Secretarial duties and administrative support with activity coordination, report processing, data collection for updating databases and verification of data. A.2 [ ] YES or [ ] NO - Document maintenance to ensure accuracy, thoroughness, and clarity of documents within the Duplication Services. A.3 [ ] YES or [ ] NO - Darkroom procedures including operation of various cameras and other photographic equipment, accessories, and materials to make negatives and positives required for lithographic printing plates. A.4 [ ] YES or [ ] NO - Photocopy equipment and offset press operation including set-up, monitoring, and clean-up as well as monitoring select copy stations throughout complex. A.5 [ ] YES or [ ] NO - Equipment operation such as set up and operation of bindery machines containing varieties of semiautomatic, electromechanical devises that require precise adjustments of interdependent mechanisms for timing, clearance, and sequence of operations. Set up folding machines for single or parallel folds using all adjustments necessary to ensure quality results. Set up, use, and overall machine operation of collating machines to collate papers. Set up, use, and overall machine operation of guillotine cutting machines along with determining the number of cuts required to accomplish in an efficient manner with minimum paper loss. A.6 [ ] YES or [ ] NO - Services such as receiving and storing supplies which includes material handling with power equipment. B.1 [ ] YES or [ ] NO - Secretarial duties and administrative support with activity coordination, report processing, data collection for updating databases and verification of data. B.2 [ ] YES or [ ] NO - Distribution and tracking of mail and parcels. Sorting mail for distribution that is addressed many different ways, requiring association of names, room numbers, and organizational abbreviations, association of incomplete designations with established breakdowns. Ability to analyze and route materials to an organizational structure comprised of 150 or more discrete organizational units with close or overlapping functions. B.3 [ ] YES or [ ] NO - Familiar with purchasing additional postage for postage meters and monitoring of funds maintained on the meters. B.4 [ ] YES or [ ] NO - Handling of special category mail which may require a security clearance. B.5 [ ] YES or [ ] NO - Motor vehicle operations with multi-function capabilities (pick-up and delivery of important, confidential, and often highly classified messages to the White House, Office of the Vice President, Congress, and other Cabinet Departments and chauffer services of various personnel from all offices and agencies within the USDA). B.6 [ ] YES or [ ] NO - Database Administration function establishing and maintaining database and offering systems support and services. The information gathered from this RFI will be used, along with other information, to determine both private sector (specifically CRP) interest and the competition parameters should DA/OO decide that Duplication, Mailroom, and Distribution is a viable candidate for an A-76 public-private competition. The information requested by this synopsis will be used within DA/OO to facilitate decision making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that the period of performance will be a base year plus four one-year option periods. For purposes of this synopsis the North American Industry Classification System (NAICS) Code is 323110, 561439, and 492210. DA/OO requests all qualified Community Rehabilitation Program (CRP) businesses that are capable and potentially interested in performing Duplication, Mailroom, and Distribution services to reply to this RFI stating their interest and submit a capability package to include the following information: 1) name and address of company; 2) company point of contact including telephone, fax, and email address; and 3) information demonstrating the company?s ability to perform the potential requirement as previously described. In addition, we request that capability packages include your current and past performance contract references relating to Duplication, Mailroom, and Distribution services to include: contract number; agency or organization supported. Also, provide a Rough Order of Magnitude (ROM) cost for providing non-personal services to furnish all labor (e.g., to include direct and indirect labor such as management and supervision) and overhead (e.g., to include operations and general and administrative overhead) necessary in supporting the Duplication, Mailroom, and Distribution services function. The capability package must be clear, concise, and complete and be submitted by 7 Dec 2006, close of business EST via e-mail to the POC listed. Please refer any questions to the referenced POC. No direct solicitations to DA/OO. This notice is for information and planning purposes only and does not commit the Government to award a contract now or in the future. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. The Government does not intend to award a contract based on responses under this announcement. In addition, the Government will not contact firms that submitted capability statements or include them on a mailing list on any subsequent solicitation to this notice.
