- The Department of State, Office of Overseas Building Operations, Iraq Project Coordination Office, intends to award a performance based Indefinite Delivery, Indefinite Quantity (IDIQ) contract with both fixed and reimbursable line items for the operation and maintenance of the new embassy compound in Baghdad, Iraq. Due to the complexity of the work and the sheer volume, the requirement is being competed as full and open with all size businesses requested to submit proposals. This is an UNCLASSIFIED project and no clearances are required; however, each contractor staff member shall be subject to a criminal background investigation. No felons will be allowed to work on this contract. Each individual must be capable of passing a full security screening to be preformed in his or her home country, and be able to secure a security badge (CAG card) to work on the Baghdad US Embassy Project, in accordance with the Chief of Mission's authority. The majority of the employees are expected to be third country nationals. Iraqi citizens are not currently able to be vetted so may not work on this contract. The contractor shall provide complete operation, maintenance, operation and repair, for compound utility and life support systems such as electrical, water, sewage, fire suppression, HVAC, residential kitchens, minor carpentry, swimming pool maintenance. The awardee must be able to construct a mancamp for their own personnel on land provided by the government. Other optional services are to be proposed such as mancamp operations, landscaping, janitorial, trash collection, and vehicle repair. This is a 104 acre compound, with 27 buildings located within the International Zone. A draft performance work statement is attached for industry reference and comment. The comments and questions are purely voluntary and may or may not be used to improve the solicitation before release. The proposed period of performance shall be one base year with four option years. The North American Industry Classification Code is 561210, and the small business size standard is $32.5M. The Government intends to solicit this requirement using acquisition procedures contained in FAR Part 15. One award is anticipated. The Government shall make an award to the responsible offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the best value to the government, cost or price and other factors considered. The Government intends to issue the solicitation on or about November 22, 2006. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors shall check FEDBIZOPPS.gov daily to keep abreast of all updates (amendments) concerning this requirement. No individual notices will be provided.
