- This is the second amendment to the combined synopsis/soliciation. This amendment is hereby submitted only to correct the response date from 6 Nov 06 to 15 Nov 06 as stated in the first amendment. All other terms and conditions hereby remain the same as submitted in the original combined synopsis/solicitation and the first amendment to said document. This is a Brand Name or Equal Specification combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), under RFQ number FA7000-06-T-0119, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12, Effective 4 Aug 2006. The North American Industrial Classification System (NAICS) number is 334519 and the business size standard is 500 employees. The proposed acquisition is 100% reserved for small businesses. 8(a)/Hubzone, disabled veteran, women-owned and small disadvantaged owned small businesses are encouraged to submit quotes. LINE ITEM 0001: NANO-INDENTER SYSTEM, Brand Name MTS, P/N SA2 or Equal QTY: 1 SET Brand Name or Equal Specification For the Nano-Indenter The Department of Engineering Mechanics has a requirement to purchase one set of a nano-indenter system for improving educational and research capabilities. The equipment measures surface and sub-surface mechanical properties of the materials. Acquiring such equipment for the department enhances educational tool and exposure of the current state of the art facility in cadet learning. Further, this unique equipment will provide multi-disciplinary research activity between different departments (Chemistry, Physics, Biology, etc). Please Note: Each quote must provide a detailed line item description which must comply with the following specifications: The intended equipment should be capable of measuring mechanical properties using microprobe system with dynamic contact module indentation technique and provide continuous stiffness measurement. Specific technical requirements are: ? Microprobe system with dynamic contact module indentation assembly: o Load resolution of 1 nN with a maximum load of 10 mN o Displacement resolution of 0.0002nm with a maximum indentation depth or maximum z travel of > 15 microns o Computer controlled motorized x-y stage o High performance vibration isolation system with self tuning negative stiffness vibration isolation table and passive environment enclosure. o Color optical imaging system o Diamond indenter ? AccuTip ? Berkovich o Data acquisition ? fully automated with windows XP pro? based system with highest configuration o Complete operating system and Nano-indentation data analysis software ? Continuous Stiffness Measurement: o Continuous force oscillation with frequency range 1 to 300 Hz o Force amplitudes 0.1??N to 4.5 mN o Characterize dynamic properties taking into account of dynamics of indentation o Software with dynamic model to characterize instrument dynamic response in the frequency range of 0.1 to 2000 Hz o User defined displacement oscillation with feedback to control force oscillation o Able to measure contact stiffness with a small displacement oscillation amplitudes of about 1 angstrom o Automatic reduction of dynamic response of the material to the oscillations to yield the stiffness of the contact The provisions at 52.212-2, Evaluation--Commercial Items applies to this acquisition. In addition, as part of the evaluation process FAR clause 52.211-6 Brand Name or Equal Specifications Requirements is hereby incorporated. All responsible small business sources may submit a proposal, which shall be considered by the agency. The Government will award a contract resulting from this Brand Name or Equal Specification Combined Synopsis/Solicitation to the responsible offeror whose technically acceptable offer conforming to this combined synopsis/solicitation will be most advantageous to the government, price and other factors considered. Only technically acceptable offers will be evaluated. The following factors shall be used to evaluate offers. Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price, which meets the Brand Name or Equal Specifications provided above. Please submit your quote on company letterhead with all pertinent point of contact information including CCR Cage Code, DUNS No., Tax Id No., and size/type of small business. In addition, your quote should provide unit price, total price, delivery date, and FOB Destination. No formal format is required as this is a combined synopsis/request for quote solicitation.
