Description
1. CONTRACT INFORMATION: This contract is being procured in accordance with the EFARS Sub-Part 19.5, Set-Asides for Small Business. The North American Industry Classification System (NAICS) Code is 541620. Size standard is $6.5 Million Dollars. T he number one (1) ranked firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. A/E services are required to revise contract bid documents and cost estimates for a segment of the Joseph G. Minish Wa terfront Park and Historic Area Project, located along the Passaic River in Newark, NJ, that were prepared by another A/E. This contract is estimated to be between $50,000 and $100,000. 2. PROJECT INFORMATION: The Joseph G. Minish Waterfront Park and Historic Area Project is located along the Passaic River in Newark, NJ. The project area is viewed as an environmental resource to be restored. The project consists of stream bank restoration, wetland planting, a riverfront walkway, park facilities and ame nities, plazas, and landscaping. The project will reduce erosion and provide environmental restoration, recreation, and economic development benefits. The required A/E services are for a 0.3 mile long segment of the project in the vicinity of Center Street to Penn Station. The services entail revising existing plans and specifications and MCACES cost estimate to restructure the construction contract bid documents from a single basic construction contract to a basic construction contract with options. The required A/E services to be provided by the selected A/E firm are to include: 1. Contract Plans: The A/E shall revise the existing construction contract plans, including civil, structural, electrical, and landscaping plans, to reflect a basic contract w ith four options rather than just a basic contract. All contract plans shall be prepared in Micro station format in accordance with Architectural/Engineering/Construction (A/E/C) Standard, latest version. All contract plans shall be signed and stamped or s ealed by the A/E firm performing this work. 2. Specifications: The A/E shall revise the existing specifications to reflect a basic contract with four options rather than just a basic contract. The specifications shall be prepared using the Corps of Engi neers Civil Works and Military Guide Specifications and SPECSINTACT software. 3. M-CACES Cost Estimate: The A/E shall revise the existing M-CACES cost estimate to prepare separate total costs for the basic contract and the four options. Meetings: The A/E will attend an estimated three (3) meetings with the Corps of Engineers, and local representatives. Each meeting will be documented by a Memorandum for Record. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of impo rtance (first by major criterion and then by each sub-criterion). Criteria a through e are primary selection criteria. Criteria f through h is secondary selection criteria and will only be used as tiebreakers among technically equal firms. Primary Selec tion criteria: a. Specialized experience and technical competence in: 1. Demonstrated knowledge of the Joseph G. Minish Waterfront Park and Historic Area Project in Newark, NJ. 2. Demonstrated experience in preparing plans and specifications for urban waterfront restoration projects. 3. Demonstrated experience in environmental engineering design. 4. Demonstrated experience in urban waterfront landscape design. 5. Demonstrated experience in use of Micro station Computer-Aided Design and Drafting (CADD). 6. Demonstrated experience in preparing cost estimates using M-CACES software. The A/E shall demonstrate familiarity with incorporating the current construction market in the tri-state New York area into the construction cost estimate. 7. Dem onstrated experience in electrical design of lighting for pedestrian walkways and connections to existing utilities. 8. Demonstrated experience in structura l design of walkways, walls, and stairways. 9. Demonstrate ability to produce quality designs. Evaluation will be based on the firm's design quality management plan (DQMP) and will consider the management approach, coordination of disciplines, managem ent of subcontractors and quality control procedures. b. Qualified registered professional personnel necessary for satisfactory performance of required services. The evaluation will consider education, registration, training, voluntary certificates, over all and relevant experience, and longevity with the firm. c. Past Performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules, as determined from references, other sources and ACASS. d. Capacity to accomplish the work within the required time. The evaluation will consider the availability of an adequate number of personnel in key disciplines for this project based on the A-Es current workload. e. Knowledge of the locality within the general geographical area of the project provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and the size of the project. Secondary Selection criteria: f. Extent of participation of Smal l business, Veteran-owned small business, service-disabled small business, HUBZONE small business, small disadvantaged small business and woman-owned small business and minority institutions in the proposed contract team, measured as a percentage of the to tal estimated effort. g. Geographic proximity to the project location in Newark, NJ. h. Volume of work previously awarded to the firm by the Department of Defense, with the object of effecting an equitable distribution among qualified A/E firms, inclu ding small business, Veteran-owned small business, service-disabled small business, HUBZONE small business, small disadvantaged small business and woman-owned small business and minority institutions and firms that have not had prior DoD contracts. 4. SUB MISSION REQUIREMENTS: Interested prime firms having the capabilities to perform these services must submit three (3) copies of a comprehensive SF 330 (06/2004 edition), which includes all sub-consultants information. The SF 330 can be found on the follow ing GSA web site: http://www.gsa.gov/Portal/gsa/ep/home.do?tabId=0 .The forms can be downloaded into a .PDF file type. Each key office on the team should indicate DUNS # in Block 4 of Part II of the SF330. Include the prime firms ACASS number in Block H , SF330. For ACASS information, call (503)808-4590. Total submittal page limitation is 50 pages. Each page shall be numbered. Section E is limited to 20 pages. Section dividers do not count toward the total page count.
