- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS AMENDMENT NO. 0003 TO SOLICITATION NO. W81XWH-07-BIOSTATISTICIAN. This amendment provides the answers to several questions that have been requested in writing. 1. Do offerors need to include the Quality Control Plan (QCP) at the time responses are submitted or can the QCP be established after contract award through discussions with the Government, including the Government end user? The Quality Control Plan (QCP) may be established after award through discussions with the Government, including the Government end user. The QCP would then be entered into the award document by way of a modification. As a result of this decision, the of feror will not be penalized for non-submission of the QCP at this time. The QCP will need to be finalized within 30 days following contract award. 2. In section 5.3 Consulting, the RFQ indicates that the candidate must have a record of developing innovative materials. Can you more fully explain what is meant by innovative materials and give some examples of innovative materials? The question is intended to show that the contractors employee is able to go beyond following the direct instructions of the client. The consultant proposes and supports a broader range of biostatistical approaches, as appropriate. This can be as simple a s convincing a client that a Wilcoxon test is more appropriate than a t-test in a certain situation. It can be as complex as publishing new statistical theory to support analyses that could not otherwise be addressed. 3. Does the Government require that contractor pricing come from a published GSA type schedule (such as MOBIS)? No. If not, what level of pricing detail is required to support a Firm-Fixed-Price quote? The contractor shall provide an hourly rate and total cost for each year of the requirement for the biostatistician. The hourly rate and total cost for the contractor to complete the Contractor Manpower Reporting requirement for each year of the award is also requested. 4. If Contractors have up-to-date On-line Representations and Certifications (ORCA) do they need to submit the representations and certification in FAR 52.212-3? No. The contractor simply needs to specify that the Representations and Certifications are available on line via ORCA. 5. Under section 4.5 Travel and Training, the RFQ indicates travel costs will be added via contract modification but indicates that training is not applicable. Does the Government intend to require attendance at or participation in professional training courses? If so, will these costs be added via modification as requested? The government does not intend to require attendance or participation in professional training courses.
