Description
The Naval Air Warfare Center Weapons Division, China Lake, CA is issuing a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Part 12.603. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N68936-06-R-0014 is issued as a Request for Quote (RFQ). All responsible sources may submit a quotation, which shall be considered by the agency. The Naval Air Warfare Center Weapons Division China Lake CA intends to procure on a full and open competition basis one (1) concrete slab target for flight trials. This procurement is a Hubzone Small Business Set-Aside. The concrete slab, CLIN 0001, shall meet the following specifications: Length: 100 feet; Width: 100 feet; Thickness: Two feet; Height above ground: 0 - Constructed as raft on sandy soil; Concrete Build Standard: BS8500(1), BS8500(2), BS EN206(1) - The key features of relevant BS standards for concrete are: 1) Concrete compressive strength, as would be measured in a standard cube test, to be between 5800 pounds per square inch (~40Mpa), and 7200 pounds per square inch (~50Mpa); 2) The aggregate to be crushed rock (such as granite, not limestone), not smooth rounded pebbles from river beds, Maximum aggregate size 0.75 inch diameter; 3) The rebar mat should be laid into the surface with a minimum of one inch of concrete covering it. The bars should have one inch diameter and laid on a grid making 13 inch squares; 4) The pouring of the target should be completed within a 48 hour period. If this is done in several stages, the individual pours should be done in such a way that they knit together well (no smooth edges); Compressive strength (Mpa- by cube test): 40; Aggregate size: ≤ ? inch; Aggregate Material: Granite, whitestone, dolerite (not limestone); Strength Measurement: To be conducted by Dstl (British department standard s lab) - When concrete is poured two separate cylinder samples (minimu m 3 inch diameter and 6 inch length; max 4 x 7) should be cast and left to cure by the side of the target; these samples will be used by Dstl to undertake strength tests in the United Kingdom; Rebar: One horizontal mat at least one inch below surface; Rebar Thickness: One inch; Rebar Spacing: 13 inch square section. Concrete slab shall be built at the Naval Air Warfare Center Weapons Division, China Lake, CA. Water is available to be pumped within ? mile from the build site. The target shall be completed by 8 January 2006. The provision FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2005), applies to this acquisition and there is no addenda to the provision. FAR Clause 52.212-2, Evaluation - Commercial Items (Jan 1999), applies and contains important evaluation information. Award will be made to the most responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government, price and technical factors consid ered.
