- The Space and Naval Warfare System Center Charleston intends to award a sole source contract to CVG, Incorporated, a small business, at 44901 Falcon Place, Sterling, VA 20166-9531, for 200 each of the Medium Data Rate Terminal Package-Baseband only. CVG, Inc. has unique qualifications for the accredited, certified, fielded, operational and other supporting documentation and training developed to this support. CVG has the drawings and technical specifications for the CVG baseband unit. The Basebands shall have Key Performance Parameters (KPPs) that are considered mandatory requirements. The anticipated contract will be a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity type contract for a base year plus two one-year options. The estimated value of this contract will be for $9.8 million. If any firm believes they can provide the above product, please submit the following information in writing to Penny.Leya@navy.mil prior to 2:00 pm EST on Monday, 13 November 2006. The information shall include: (A) The objective Key Performance Parameters from the Operational Requirements Document: (1) MTBF:4000 Hrs; (2) Reliability: 99%; (3) Setup Time: 30 minutes; (4) Operating Temp: -46C to +63C. It also must have filtered air intakes and internal airflow capable of a combined minimum of 100 cubic feet per minute of airflow; (5) Data Rate: 6Mbps. Technical specifications: (1) IP Based Architecture; (2) Must operate across Unclassified, Secret, and Top Secret Security levels; (3) OEM integration of COTS components at the board level to ensure smallest, lightest package achievable. Other Mandatory Requirements: (1) The overall packaging should be the smallest possible. (2) Weight: 50 lbs or less including GFE crypto (approximately 12 lbs total which includes KG-250, xPEP, Power Brick and miscellaneous cable); (3) Must accommodate integrated KG-250 and Viasat PEP module (GFE); (4) Packaging Design: Rugged copolymer polypropylene structural resin case with a neoprene sponge water tight ring, stainless steel hinge pins, purge valve and 104 lb load buoyancy. Hard case must include wheels and collapsible retractable handle; (5) The OEM integration is preferred; (6) Power: Shall operate from a single source AC input capable of 110/220VAC to provide power to all integrated components. Require two extended courtesy AC ports for power out to laptops and/or other devices; (7) Technical Drawings; (8) List of components with part numbers; (9) Operator and Maintenance Manuals. Local Support: (1) Offeror must provide local technical support in Tampa, Florida area within 2-hours of request. Local Technical Representative presence in Tampa, Florida is required. (2) Offeror must provide 24/7 tier 1 and 2 (the tier 2 is telephone support) manned help desk to provide support to deployed users. (3) Offeror will price 1000 hours of Technician Level III support. Delivery schedule of 65 days after receipt of order is required. The applicable NAICS Code is 517410 with a size standard of $12.5 MILLION DOLLARS. All responsible sources may submit a proposal which shall be considered by the agency in response to this announcement. No paper copies of these documents will be issued.
