Description
The Space and Naval Warfare Systems Center, San Diego (SSC-SD) requires engineering support to design, develop, integrate, test and demonstrate Wifi secure Rover Intrusion Detection System (IDS) Position Location Information (PLI) ??? Tactical (WRIP-T) and SplitGate. (See attached Draft SOW). Key Management Systems, Inc (KMS), a Colorado Springs small business, is presently supporting SSC-SD in the design, development, integration, certification testing and demonstrating WRIP-T and SplitGate. GC Information Security Technologies, a San Diego small business is presently supporting SSC-SD in developing the necessary Systems Security Authorization Agreement (SSAA) documentation, setting up the necessary certification testing, evaluating the vulnerabilities, and supporting the various processes to get an application/capability certified to be used on a DOD network. With regards to WRIP-T and SplitGate support, KMS has the sole distribution rights to the modified Fortress and Newbury Network components/products that are critical to the WRIP-T/SplitGate development. GC Information Security Technologies has provided IA support on other KMS prototype development efforts and has unique experience necessary to develop the necessary WRIP-T and SplitGate security documentation, make sure that the various lockdown requirements are met, conduct and evaluate the CT&E, and interact with NSA. For these reasons, the Government intends to award a sole source cost-plus-fixed-fee ID/IQ contract to KMS (Teaming with GC IST) for this effort. The contract Period of Performance is estimated at 3 years (1-year base; two 1-year options). The estimated value of the effort is $3.0 Million. NAICS Code 541330. Note 22 Applies.
