Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information include in this notice. This announcment constitutes the only solcitation. Quotes are being requested and a writtewn solicitation will not be issued. This acquisition is being conducted with commercial procedures as outlined in FAR 12 reference number R482546274GM04 is issued as a request for quotation (RFQ). The resulting contract will be a firmed fix price. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-8. Note #1 applies. SIC 8299, NAICS 611999, F.O.B. Destination. All responsible businesses may submit a quote that shall be considered. The closing time is 1:00 pm Pacific Standard Time. Technical point of contact POC is, Senior Chief Bruce Holmes @ 619-437-5153, e-mail address: holmesbf@nswg1.navy.mil. All potential offerors must be Central Contractor Registered (CCR). Anticipated contract period: The first week of December, 2006 through September 30, 2007. All classes must be scheduled and completed within this time frame.Offerors must submit a schedule of classes with their quote that is within the above time frame. Offerors must provide all training sites. Training sites must be characterized by high (min 4000? above sea level) desert terrain. A map of the training site must be presented with the quote. Offerors must provide all course and training material. The materials provided for conducting the course and the material provide to the students must be permanently to the students. Responses must include a list of all course and training material. Offerors will provide a classroom with HVAC suitable for twenty-four (24). Offerors will have experience in developing and executing off-road HMMVW driver training, tactical employment training, and tactical vehicle consultation. In accordance with FAR 52.212-2 Evaluation- Commercial Items (Jan 1999) award will be made based on technical capability, past performance and price. These evaluation factors have equal importaqnce. For past performance evals, please provide at least three (3) references of sources that you have provided specified materials and or service (s). The government will provide student berthing/lodging, meals, training vehicles, vehicle maintenance support, fuel and all repair and maintenance materials. Description: CLIN 0001 Tactical Vehicle Operators Course. This course prepares operators for mounted patrolling in open desert terrain. Offerors must address at a minimum 1. Advanced navigation training, 2. Mechanical systems training, 3. Obstacle negotiation, 4. Brake throttle-modulation, 5. Sand dunes and other types of obstacles. Training must include driving with night vision goggles and field maintenance. Training will be completed in no less than 40 hours but no more than 56 hours in five (5) consecutive calendar days. Offerors must quote pricing for five (5) classes of twenty-four (24) students. Total of two hundred forty (240) ( 120 west coast and 120 east coast) students that will be trained. CLIN 0002 Advanced Tactical Vehicle operator Course Using the skills developed in the first course of instruction, offerors must provide further hands on practical excerises o increasingly difficult terrain. Quotes will include tactical vehicle recovery. Contractors will provide cost of iteration of this course (120 students) CLIN 0003 Advanced Tactical Vehicles Fosused Extreme Terrain Negotiation driving course. Vendor will provide one additional training opportunity for extended overland negotiation. Trail or terrain to be negotiated must be characterized by high altitude, and mountainous terrain such as that terrain found at extreme altitudes in Afghanistan. CLIN 0004 Advanced Tactical Vehicle Immediate Action Driving Course Selected graduates, contractor will provide one additional course to instruct proper driving technique for efficient overland. Course size: 24 students, number of vehicles 12. Contractors will provide cost for 1 iteration of this course (12 students).
