Description
Provide an Employee Assistance Program (EAP) to employees and their immediate family members of the VA Medical Center, Minneapolis (VA), MN, Twin Ports Outpatient Clinic (TPOC), Superior, WI and VA Regional Office (RO) and Debt Management Center, Bishop Henry Whipple Federal Building, One Federal Drive, St. Paul, MN, for the period of January 1, 2007 through September 30, 2007 with option to renew for four additional twelve-month periods in accordance with all terms and conditions of this solicitation. Immediate family includes spouse, children, including adopted children and the employee?s parents. The chief objective of the VA?s Employee Assistance Program is to reduce problems an employee may be having in order to retain valued employees and to promote their emotional well-being and positive job performance. The VA believes that most personal problems can be dealt with successfully when identified early and referred to appropriate care. This solicitation is for an independent service to provide help in emotional/behavioral/ mental illness, family and marital distress, alcohol or other drug abuse, and other personal problems through assessment, short term counseling and referral. The VAMC or Regional Office pays costs for these initial services. Additional costs may be covered by health insurance or may be the responsibility of the employee. The Proposal for fees will be based on usage by an estimated 3000 employees and/or their immediate family members of which 406 are Regional Office employees and 70 employees from the VA Debt Management Center (co-located with the Regional Office) with a projected utilization rate of 6% (Diagnostic, Counseling, and Referral Service).
