Description
Northern Arizona VA Health Care System has a requirement for professional Architect/Engineering investigative, schematics, design, construction bid documents and construction period services for ?Correct GEMS Deficiencies?, Project 649-07-102 in Prescott Arizona. This project corrects various GEMs deficiencies that have been identified by the GEMS coordinator and the independent GEMs audit conducted in December 2005. This project includes replacement or upgrade of various underground storage tanks, upgrading above ground fuel storage tanks to meet current codes, removal of an asphalt storage building, relocation of the hazardous waste building, determine responsibility of tar building, clean up of the construction landfill and various other small deficiencies. It currently is not known what all the required corrective actions will be for bringing these areas into compliance. The construction landfill may need to be partially removed or possibly covered with clean fill. Three of the underground storage tanks are for heating fuel that is exempt from many requirements, yet they still are unable to be monitored and do not meet all the required criteria. They may need to be removed, or may be able to be brought into compliance in place. The design firm shall perform a schematic design to determine the extent of work to be performed with the option to proceed into design development and balance of services required. Services to be in accordance with VA Design Standards. NAICS is 541330 with business size standard of $4 million. Construction cost range is $500,000 - $1,000,000. This procurement is 100% Service Disabled Veteran Owned Small Business Set-Aside. Firms will be evaluated on demonstrated competence and qualifications necessary for a high level of performance of the services required. See Note 24. In addition evaluation factors 1-5 above, special qualifications required for this work include previous experience to demonstrate: Knowledge of the Clean Water Act especially regarding section 404 and experience applying for applicable permits. Knowledge of Arizona state statutes regarding landfill closure, tank disposal/closure and experience applying them to specific projects. Experience applying the National Environmental Policy Act (NEPA) requirements to projects impacting the environment. Knowledge of best management practices in the control of erosion. Knowledge of the State/National Historic Preservation Act and the ability to apply it to a landfill containing possible historic significance. Knowledge of the Endangered Species Act. Knowledge of the Oil Pollution Prevention Act and its application to project. Qualified and interested firms are invited to submit their SF 330 Architect Engineer Qualifications to the Contracting Officer no later than December 8, 2006. This is not a request for proposal. Award subject to the availability of funds.
