Description
RESEARCH AND DEVELOPMENT SOURCES SOUGHT SYNOPSIS. The Air Force Research Laboratory (AFRL/PRT), Propulsion Directorate, Turbine Engine Division intends to negotiate a sole source procurement for Active Combustion Control Systems for Military Aircraft to Delavan Inc, d/b/a Turbine Fuel Technologies, Goodrich Corporation for a three-year Indefinite Delivery Indefinite Quantity type contract. The sole source determination is made in accordance with FAR 6.302-1(b) (2) stating services are available from only one source. Currently, Delavan Inc is the only known source. The minimum requirements include a novel fuel delivery system for actively controlling fuel flow for a military gas turbine engine using a digital 1000 Hertz fuel modulation valve, a piezoelectric dynamic pressure sensor, optical flame detectors, and a mass flow sensor integrated into a smart fuel injector. The fuel injector shall include a dynamic pressure sensor for measuring pressure differentials within the combustion chamber and a flame sensor for observing flame characteristics within the combustion chamber. The system shall include a digital valve assembly for controlling the flow of fuel to the injector at frequencies up to 1000 Hertz and an electronic controller integrated onto the fuel injector for commanding the valve assembly to deliver fuel to the combustor at a commanded flow pulsation rate, based upon input from the sensors in the fuel injector. The valve assembly must be configured to modulate the fuel flow rate without affecting the average flow rate and with loss of power resulting in return to the average flow rate. This announcement is for information and planning purposes only. The contract period of performance for any order is expected not-to-exceed three years. Any persons or companies interested in this notice are to respond the requirement (s) and submit their capability statement to the Contracting Officer within 14 days of this notice. The capability statement should address why the company believes that the sole source justification is no longer valid. The NAICS Code for this acquisition is 541710 with a size standard of 1000 employees. Businesses interested in this effort must respond with a complete capability/qualification package describing the company?s technical expertise, experience, and facilities to accomplish the work described above. Responses may be submitted in writing (only the original is necessary) or electronically and are limited to 35 pages. Each response should reference Research and Development Source Sought Synopsis.
