- The Contracting Center of Excellence (CCE) on behalf of the Army Continuing Education System (ACES), intends to a negotiate a contract extension for the eArmyU Program under Contract Number DASW01-01-D-0003. The proposed contract extension will have a period of performance of three months, from 14 December 2006 to 13 March 2007; if necessary, the contract may be further extended via three one-month options, for a total extended period through 13 June 2007. At the end of this period it is anticipated that a competitive follow-on contract will be awarded. Contract Number DASW01-01-D-0003 is a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ). The Contractor, IBM Global Systems (formerly Pricewaterhouse Coopers) serves as the over all integrator of education, technology, and program management resources. The current performance-based work statement outlines requirements in four major areas: (a) Development, maintenance and upgrade of the eArmyU Web-Portal, to include the Army Cen tral Tuition Assistance Maintenance (CTAM) component; (b) Educational services, to include online program catalogs, education degree and certificates, course offerings, educational advisory services and administrative support services; (c) Matriculation co sts, to include technology components (laptops for Soldier-Students), warranty and repair, e-mail account and internet connectivity and technical support services; and (d) Program management, to include implementation planning, program marketing, program q uality control, and reporting capabilities. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is n ot a request for competitive proposals. There is no solicitation document and no Request for Proposals will be available for competitive proposals. Interested persons may identify their interest and capabilities to respond to this requirement, no later t han 9:00 AM (Eastern Standard Time) on 14 November 2006.
