- Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source purchase to Thermo Electron Scientific Instruments, 5225 Verona Road, Madison, WI for the purchase of maintenance service. Thermo Electron Scientific Instrument s is the original equipment manufacturer and the supplier of the mass spectrometer to be serviced which meets the Government needs to support our mission requirements. It is essential that we use the original manufacturer of the equipment to maintain, repa ir or replace the unit as needed. Thermo Electron Scientific Instruemtns has the proprietary rights can can provide immediate technical phone support and assistance to the Government for the various protocols that are being used. If the system experience s a malfunction and repairs are needed they have access to all repair parts and all other resources to ensuer the unit is repaired in a timely manner. Thermo Electron Scientific Instruments is the only source that can meet the governmetn requirement that supports the Environmental Toxicology Division due to them holding proprietary rights to the original manufacturer's equipment. These specific services are required to assure correct diagnosis and research services for the Armed Forces Institute of Pathol ogy, DOD, Federal, State and civilian medical institutions. Therefore, Thermo Electron Scientific Instruments is the sole supplier of this service. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract price based on this notice is solely wi thin the discretion of the Government.
