Description
The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov , intend to award a purchase order to a small business on a competitive basis to conduct an evaluation of the NIAMS on-going research project titled: Genetic Studies of Bone Mass and Fracture Risk in Humans. This announcement constitutes the pre-solicitation notice. Quotations are being requested. The request for quotation is attached, and will not be issued separately. The solicitation number is NHLBI-PB(AR)-2007-023/BNJ, and is issued as a request for quotation. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-13. The acquisition is being conducted as a competitive, total small business set aside. The North American Classification System (NAICS) code applicable to this requirement is 541690 and the associated small business size standard is $6.5 million. The proposed period of performance for this requirement is December 2006 through December 2007 (12 months). The estimated level of effort is 400 direct labor hours. The place of performance is the United States of America. The delivery point is the National Institutes of Health, National Institute of Arthritis and Musculoskeletal and Skin Diseases, Bethesda, Maryland. STATEMENT OF WORK: Independently, and not as an agent of the Government, furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the tasks set forth. The Contractor shall design and conduct a need assessment evaluation using methodology agreed to by the Task Leader. The Contractor shall use all necessary methods to ensure that evaluation questions are answered. Specifically, the Contractor shall perform the following tasks: Task 1. Extract data from grant applications, progress reports and publications. Task 2. Identify data deficiencies and contact relevant investigators. Task 3. Construct an inventory of clinical and data resources in Excel spreadsheet or comparable format. Task 4. Develop estimates of statistical power for existing resources to determine whether they are suitable for genome-wide association studies. Task 5. Identify possible combinations of existing resources based on information included in the inventory. Task 6. Estimate the gains in analytical power form combining compatible existing resources. Task 7. Prepare comprehensive report encompassing tasks 3 trough 6. Task 8. Travel on at least four (4) occasions to Bethesda, MD to provide interim reports on progress of assigned tasks. Responses to the Request for Quotations will be review and evaluated in accordance with the following criteria: 1) Professional training and experience. 2) Familiarity with the conduct of NIH funded research projects. 3) Communication Skills. 4) Independence. Specific instructions for the submission of a quotation are detailed in the attached Request for Quotation. Interested Contractor's capable of furnishing the government with the services specified herein and in accordance with the attached Request for Quotation should submit their quotation/proposal to Mr. Jeffery Battle, Contract Specialist by 9:00 a.m., December 04, 2006. In addition to the quotation, the submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor's business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov prior to the submission of a quote.
