Description
A MARKET SURVEY is being conducted to determine if there are adequate HUBZone certified, SBA 8(a) certified or Service Disabled Veteran owned small business contractors for this project. HUBZone businesses are not restricted to any specified area. The proposed project is for a BRAC Air Force Reserve Squadron Operations/Life Support Building (31,627SF) at Whiteman Air Force Base in Missouri. The proposed contract work includes site development, utilities, parking, concrete foundation, load bearing m asonry walls, steel supports, steel interior columns, joists and reinforced concrete second floor slab. Floor plans include administration and command suites, pilot equipment storage, training, sensitive compartmented information facility (SCIF), simulato r rooms, readiness storage and other specialized functional areas, emergency power and a masonry exterior with distinctive complementary features. Force protection includes reinforced exterior walls and fully laminated windows. Project includes antiterro rism/force protection requirements identified in DOD unified facilities criteria and all necessary support. Air Conditioning: 150. The proposed project would contain a one-year base period with two option periods. The anticipated Contract duration rang e is between 365 and 540 calendar days, as determine by award of the contract options. The estimated price range for this project is between $5,000,000 to $10,000,000. The North American Industry Classification System (NAICS) Code is 236220 with a size s tandard of $31,000,000. The solicitation, when issued, will be a Request for Proposal, consisting of both technical and price proposals. Technical proposals will be evaluated on factors such as (as an example): Experience, Management, Past Performance, a nd Safety. Fifteen percent (15%) of the work shall be self-performed. All interested HUBZone certified, SBA 8(a) certified or Service Disabled Veteran owned small businesses should notify this office in writing by mail at the above address to the attentio n of Lisa Frazier, or by fax to 502-315-6195 by noon (Louisville local time) on Thursday, November 30, 2006. Responses should include: (1) Identification of company as a Hubzone, 8(a) certified small business, or Service Disabled Veteran small business; ( 2) Past Experience with projects that are similar in size and scope to the proposed project, (3) Letter from bonding agency indicating performance and payment bonds approval for a project in the dollar range listed above, (4) a statement verifying the cont ractor will self-perform 15% of the work and how it will be accomplished.
