Description
This is a sources sought notice for commercial items prepared in accordance with FAR Subpart 15.201, as supplemented with additional information included in this notice. The Naval Medical Logistics Command has a requirement for Nucleic Acid Testing system for screening blood products. The Government intends to issue a written solicitation at a later date. Responses expressing interest and intent to propose are due no later than 3:00 P.M. EST. on November 15, 2006. Once the sources sought process is completed, the Naval Medical Logistics Command is contemplating the establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a responsible vendor for Minimum quantity of 1, Maximum of 20 blood screening analyzers. Each unit shall include 2 copies of a Service Manual and two copies of an Operator Manual (electronic format manuals are preferred). Salient characteristics: (1) The proposed product shall be cable of testing for: (a) Human Immunodeficiency Virus (b) Hepatitis C Virus (c) West Nile Virus. (2) The system shall operate from available line voltage, 208 Volts, Single Phase, 60 Hertz. (3) In addition, the Government is looking for a system that may be expandable to accommodate additional virus testing as reagent solutions are developed. Regulatory Requirements: The Blood Screening Analyzer and all of its components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the products shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. REQUEST FOR INFORMATION (RFI) For purposes of this sources sought notice, the vendor is requested to provide sufficient information for the Government to determine your ability to technically conform to the Salient Characteristics. Offerors are requested to provide sufficient technical documentation (including, but not limited to: product literature and specifications) to allow for thorough evaluation of your capabilities. Pricing estimates are also requested. OTHER ADMINISTRATIVE INSTRUCTIONS: In order to be determined responsible and considered for award, companies shall be registered in CCR, and provide DUNS number, Cage Code, and TIN with intent notice.
