Description
This is a synopsis for a commercial acquisition using simplified acquisition procedures (Reference FAR Parts 12 and 13). THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. 45 CONS/LGCB has a requirement for worldwide shipping and transportation services. The Air Force Technical Application Center (AFTAC) requires the services of a global freight transportation provider for CONUS and overseas shipping. The shipper must be able to perform with in-country destination freight forwarders to resolve any and all issues that may arise in the movement of freight. This service must be accomplished with minimal involvement of government and host country personnel. The shipper must be able to provide logistics services to a number of remote sites. Also, the shipper must have international experience in dealing with host nation customs. The shipper shall provide service through pickup, transport, active tracking, and delivery, shipping to and from various worldwide locations. Remote locations include, but are not limited to: HQ AFTAC Patrick AFB, Florida, Central African Republic, South Africa, Canada, Brazil, Ivory Coast, Paraguay, Turkey, Argentina, Spain, Bowswana, Norway, Bolivia, Thailand, Antarctica, Australia, Korea, Romania, Russia, Kazakhstan, Mongolia, British Indian Ocean Territory, U.K., Ascension Island and CONUS. In addition to the basic services, the shipper may be required to provide some accessorial services (i.e. packing and certification of hazardous material, fabrication of wooden containers). This service will be conducted at Patrick AFB, FL and various worldwide locations. The solicitation (when posted) will contain an estimated number of packages, shipments, weights, etc. The base period of performance is 01 January through 30 September 2007. Four one-year options may also be awarded. The government intends to make a single award. Past performance and technical capability, when combined, is more important than price. This proposed procurement is unrestricted. It is advertised with a Standard Industrial Code (SIC) of 4731, business size of $6.51M and a North American Industry Classification System (NAICS) code of 488510. GSA Schedule holders for this item/service are encouraged to provide us with their GSA Schedule number. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation will be issued electronically on or about 27 November 2006 at www.fbo.gov. Proposals may be submitted via hard copy, fax (321-494-5136), or e-mail.
