Description

The West Virginia Air National Guard, located in Martinsburg, WV, and the USPFO for West Virginia intend to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for commercial services, non-personal, to provide all plant, l abor, transportation, materials, tools, equipment, appliances and supervision necessary to disassemble, transport and reassemble C-5 Isochronal/Empennage Stands ISO Maintenance Stands. The work includes, but is not limited to, Phase I: Disassemble ISO sta nds at 97th AMW Altus, AFB, OK, and transport to 167th AW, West Virginia Air National Guard, Martinsburg, WV and Phase II: Reassemble ISO Stands at Martinsburg, WV in accordance with Performance Based Work statement, T.O. 35D34-8-4, dated 12 Jan 1972, T.O . is available at the following public web sites http://www-ext.tinker.af.mil/default.asp and http://www-est.tinker.af.mil/tild/ . The official T.O. are located on this public website and the government is not liable for information furnished by any other source and the Service Contract Act. All stands should be palletized, prepared and covered for transport to the 167th AW, Eastern West Virginia Regional Airport, Martinsburg, WV.? The magnitude of this project is between $1,000,000.00 and $5,000,000.00 . The type of contract is firm fixed-price. A single award is contemplated. Failure to submit an offer on all items shall result in rejection of the proposal. The contract completion time anticipated for Phase I is approximately 45 days after the notice to proceed, and Phase II no later than 01 Oct 2007, to include inspection and compliance with OSHA, AFOSH AND American Welding Society AWS standards for structural soundness and safety. The North American Industry Classification System (NAICS) code for t his work is 336413 (size standard of 1,000) and 484230 (size standard of $23.5). This action is being procured on a 100% Small Business set-aside. The tentative date for issuing the solicitation is on-or-about 30 November 2006. The tentative date for t he site visit is on-or-about 7 December 2006 at the 97th AMW at Altus AFB, OK. A pre-proposal conference is on-or-about 21 December 2006, 9:00 a.m. EST at the 167th AW Air Base. Interested contractors are encouraged to attend and shall follow conference r egistration and base access requirements shown in the solicitation at both locations. All questions for the pre-proposal conference must be submitted using the Proposal Inquiry Form (Special Instructions Area) by 12 December 2006 via e-mail to (preferr ed) tresa.staubs@wvmart.ang.af.mil or max.landis@wvmart.ang.af.mil faxed to (304) 616-5096. The solicitation closing date is scheduled for on-or-about 4 January 2007. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Past Performance and Price. The Government intends to award without discussions, therefore, the offerors initial prop osal shall contain its best terms. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-22 7-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. All contractors and subcontractors interested in th is project must register at this site. This solicitation is not a competitive bid and there will not be a formal public bid opening.
