Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a complete solicitation (which must be completed and returned with the offerors quote) are available on the Federal Technical Data Solutions (FEDTEDS) Web Page at http://www.fedteds.gov/ or at http:;www.fedteds.gov/fedteds/start.nsf.frm.VendorLogin?OpenForm&SolicitationNumber W912HZ-07- T-0005. Offerors should check the FEDTEDS Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation Number W912HZ-07-T-0005 is being issued as a request for quotation (RFQ) with the intent to award as a simplified acq uisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-11. This procurement is UNRESTRICTED under NAICS Code 812331 (SIC 7213) with a size standard of $13.0M. SCOPE OF WORK FOR UNIFORM/LAUNDRY SERVICES 1. GENERAL. The work to be done under these specifications consists of furnishing uniform/laundry services for the U. S. Army Engineer Research and Development Center of the U. S. Army Corps of Engineers, as enumerated herei n. Services shall be provided at the Hanover, NH and Vicksburg, MS sites. 2. LOCATION. 2.1 The Hanover site is located at 72 Lyme Road, Hanover, NH 03755-1290. 2.2 The Vicksburg site is located at 3909 Halls Ferry Road, Vicksburg, MS 39180-6199. 3. PERIOD OF CONTRACT. The contract shall consist of a base year and four option years. The base period of this contract shall be 365 days from date of award. 4. GARMENTS TO BE FURNISHED. Color and style of garment shall be chosen by the Government from the contractors standard colors and styles for the type of garment furnished. 4.1 Uniforms. Uniforms shall consist of long sleeve shirts and pants made of Indura Ultra Soft. All uniforms furnished under these specifications must comply with NFPA 70E and have a minimum Arc Thermal Performance Exposure Value (ATPV) of 8 cal/cm2. 4.2 Coveralls. Coveralls furnished under this specification must comply with NFPA 70E and shall be of a style and type that when worn over the furnished uniforms shall provide an ATVP of 25 cal/cm2. 4.3 Quantity. The contractor shall provide a minimum of 8 uniforms and 9 coveralls. The number of uniforms and coveralls may vary by site over the term of the contract. Initial delivery shall be 2 uniforms and 3 coveralls to the Hanover site, and 6 unif orms and 6 coveralls to the Vicksburg site. The maximum number of uniforms that may be provided under this contract will be 15. The maximum number of coveralls that may be provided under this contract will be 9. The contractor shall provide a 12 garment rotation per individual uniform supplied, 5 uniforms per week plus 2 spare uniforms. 5. LAUNDRY SERVICES. Garments furnished shall be laundered on a weekly basis per the manufacturers recommendations to preserve the ATPV rating of the garment. 6. GARMENT MAINTENANCE. Garments furnished under this contract shall be serviced and maintained in a manner such that the garment shall comply with NFPA 70E and maintain its ATPV rating throughout the serviceable life of the garment. 7. GARMENT REPLACEMENT. Should a garment become worn or damaged such that it no longer complies with NFPA 70E, or can no longer maintain its ATPV rating, the garment shall be replaced. 7.1 Garments shall be replaced or exchanged as required to insure proper fit. 7.2 Garments shall be replaced or exchanged as required due to changes in Government personnel. 8. PACKAGING 8.1. All laundered articles furnished by the contractor in accordance with these specifications shall be packaged or wrapped in bundles so that no contamination can occur. Articles shall be packaged in separate bundles according and clearly marked on the o utside as to name, size, and quantity of the contents of the bundle. 8.2 All soiled articles being returned by the Government to the contractor shall be separated by groups according to name. 8.3 All items will be left for pickup in laundry bags for pickup at each site. Laundry bags will be supplied by the contractor. The contractor shall provide 1 laundry bag for each set of uniforms provided. 9. DELIVERY AND EXCHANGE. Deliveries and exchanges at both sites shall be made between the hours of 8:30 am and 4:00 pm. Deliveries and exchanges shall not be made on federal holidays. Deliveries and exchanges shall be made on a regular schedule. The d elivery schedule shall be approved by the Contracting Officers Representative prior to the initial delivery. A responsible representative of the Government will be available to ensure and verify with the contractor's representative the items furnished an d delivered by the contractor. Pre-printed Uniform/Laundry tally list forms shall be furnished by contractor at no additional cost to Government. The form will be used and completed by the government to reflect items and quantities of uniform turned over to the contractor. The forms shall be prepared and furnished in duplicate for each transaction or delivery involved under the contract and shall be signed by both the Government's representative and by the contractor or their representative. The Governmen t shall retain original for its use and records, and the duplicate shall be furnished to the contractor for his use and records. Similarly, the form will be used and completed by the contractor to reflect items and quantities delivered to the U. S. Army En gineer Research and Development Center. 10 INVOICES. Invoices for payment shall be submitted to: U. S. Army Engineer Research and Development Center 3909 Halls Ferry Road Vicksburg, Mississippi 39180 Invoices for laundry services shall be submitted on a monthly basis after receipt of services. 11. VEHICLES. Vehicles used in the transportation of items called for in this contract shall be clean, closed, conform to commercial standards, and equipped to protect against contamination of the items. Such vehicles shall be subject to examination at all times by the Contracting Officer or their authorized representative. 12. QUALITY CONTROL. The contractor shall employ their commercial quality control procedures in the performance of the requirements of this contract to ensure laundry/uniform services are performed in accordance with commonly accepted commercial practices, and that garments furnished under this contract shall be serviced and maintained in a manner such that the garment shall comply with NFPA 70E and maintain its ATPV rating throughout the serviceable life of the garment. The contractor shall develop and imp lement procedures to identify and prevent defective services from recurring. 13. ENVIRONMENTAL PROTECTION. The Contractor shall comply with all Federal, state, and local environmental laws and regulations. 14. QUALITY ASSURANCE. The Government will evaluate the contractor's performance by appointing a representative(s) to monitor performance. 15.
