- The Department of Defense (DoD) Strategic Environmental Research and Development Program (SERDP) Office is interested in receiving proposals for research focusing on the areas of Munitions Management and Sustainable Infrastructure technologies under the SERDP Exploratory Development (SEED) program. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in FAR 6.102(d)(2). Proposers should state in their proposal that it is submitted in response to this BAA. Readers should note that this is an announcement to declare DoD SERDPs intent to competitively fund research and development for innovative and new environmental technologies that test proof of concept during a one year effort and meet the focus areas set forth in the SERDP Progr am Announcement. These projects will be funded at a level not to exceed $100,000 in total cost or one year in duration. The Program Announcement and complete submittal instructions can be found on the DoD SERDP web site at www.serdp.org/funding/seed-nonfed . No request for proposals (RFP), solicitation, or other announcement of this opportunity will be made. Awards may take the form of contracts, grants or cooperative agreements. Submission of proposals is not restricted in any way to any particular entity. Before preparing a proposal, potential proposers should read the information provided in the SERDP Program Announcement for details regarding proposal submission requirements, the evaluation of proposals, and the individual Statements of Need (SON). Awarde es under this BAA will be selected through a multi-stage review process. The government will not pay for any costs associated with the preparation of proposals nor travel to present oral presentations in support of the proposals. To be eligible for conside ration, readers wishing to respond to this announcement must submit a proposal referencing this BAA, including a signed original cover page, five (5) hard copies, and one electronic copy in the form of one PDF file on a CD to: Ms. Jina Saunders, SERDP Prog ram Office, 901 North Stuart Street, Suite 303, Arlington, VA 22203-1821, 703-696-2127. No electronic mail or faxed copies will be accepted. Proposals must be received no later than 4:00 PM EST on Thursday, March 8, 2007. They must describe the merits and objectives of the proposers project. The proposal should concisely describe what the proposer has to offer the SERDP Program and discuss (1) the proposed objective(s) and approach with a clear identification of overall innovation and scientific/technical merits; (2) the proposers capabilities and related experience, or unique combination of these which are integral factors in achieving a proposed objective; and (3) the qualifications and experience of the principal investigator(s), team leader(s), or key personnel who are critical in achieving the objectives of the proposal. Proposals should be no longer than eight pages (not including the cover page), single-sided, and not less than 11 point. The concise cost section may be an additional three pages. One attachment of up to three single-sided pages of test data may also be submitted. The cover page must be completed and entered via the web site at https://sems.serdp-estcp.org/ in the format specified in the Instructions. At a minimum, the proposals should contain: (1) a title, descriptive of the research to be performed; (2) the name and address of the individual, company or educational institution submitting the proposal; (3) the technical objective and description of the approach including how the approac h described satisfies the focused need in the SON; (4) the duration of the project along with a milestone chart with significant events; (5) the estimated labor cost, materials cost, burdens, and profit (if any) by year; and (6) a one page curriculum vitae for each of the Principal Investigator(s) or key personnel (not to exceed three) (CVs are not included in the eight page proposal count). Multiple awards may b e made to address a particular SON. It is expected that awards totaling approximately $100 thousand will result. Proposals will be evaluated against the following factors listed in descending order of importance: (1) SERDP relevance (PASS/FAI L) - whether the submission responds to high-priority, mission-relevant, DoD and DOE environmental requirements as described in the SON); (2) the approach, objective(s) and overall scientific and technical merits of the proposed project; and (3) potential for transitio n of the proposed research. For awards to be made as contracts, evaluation shall include the extent of commitment in providing meaningful subcontracting opportunities for small business, HUD Zone small business, small disadvantaged business, woman owned sm all business concerns, historically black colleges and universities, and minority institutions.
