Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached. Solicitation DE-RP65-07WG73911 is issued as a Request for Proposal. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. A fixed price contract will be awarded using Simplified Acquisition Procedures. This procurement is 100% reserved for 8a, concerns. The North American Industry Classification System code is 541340 and the business size standard is $6.5 Million or less. Requirements are as follows: Contractor shall provide, on site, computer aided drafting operators in accordance with the Performance Statement of Work(PSOW), Attachment A. The price shall be a fully loaded cost per month. The proposal should include a cost breakdown spread sheet. Department of Labor Wage Determination No. 2005-2023, Rev. 1 shall apply. The operators shall possess the skill level enumerated in the Service Contract Act Directory of Occupations and the requirements of the PSOW (attachment A-2). The government, upon award, reserves the right to interview and accept or reject operators proposed by the contractor. Offerors responding to this announcement must provide the information contained in 52.212-1, clause 29 (page 25), Instructions to Offerors Commercial Items and must include a completed copy of provisions 52.212-3, clause 31 (page 29), Offeror Representations and Certifications Commercial Items. The offeror must also provide it???s , Contractor Establishment code (DUNS Number) and Tax Identification Number (TIN). The Government intends to make an offer to the Small Business Administration to award to the responsible contractor whose quotation is the most advantageous to the Government considering price and price-related factors(see clause 30, page 26): Technical Services compliance, Quality Control Plan, Employee Benefits Plan, past performance, and price. Technical compliance and past performance when taken together are more important than price(see page 28). The written proposals and the above, required, information must be received at this office on or before 06 December 2006 by 12:00PM Mountain Savings Time.
